In the Soviet Union, a professional criminal society developed in Russian prisons during the Stalinist period—the era of the gulag. These criminals adopted customs, rules, and established traditions that unified them in what was to be called the "thieves' world." Led by the "vory v zakone," these criminals would develop to become the most influential figures in modern Russian organized crime.

It was presumed that Russian organized crime and the "thief in law" lifestyle was a myth. However, it was quickly established by law enforcement that it was not as they investigated the earliest cases of Russian organized crime in Los Santos.

Two brothers, both Liberty City natives, moved to Los Santos and quickly invested in a variety of industries and rackets. The duo managed to maintain afloat through their investments which included a nightclub and a clothing store. Unbeknownst to anyone, these brothers would play a more significant role in Russian organized crime for years to come.

Egorovskaya OPG

Egorovskaya OPG grew out of the relationship between Kazimir Egorov and Leonid Tsaryov. The top level was occupied by the previously established thieves in law and the aforementioned duo. Kazimir Egorov is responsible for introducing Leonid Tsaryov to the thieves in law. This coalition ushered in a new era of Russian organized crime in Los Santos.

The main base of operation for this new group remained the same; "Little Moscow," a Russian neighborhood in East Beach that had been the home to several Eurasian organizations before it. To the left is an old photograph of Kazimir Egorov, Leonid Tsaryov, Maxim Kukulayev, and three unknown individuals suspected to thieves in law. It is one of the few times all of these individuals have been captured publicly at once.

With Egorov at the helm alongside Tsaryov, many of Tsaryov's old men were eliminated after rumors of a coup d’etat. These men were then promptly replaced with supporters of Egorov. Amidst this power struggle, Tsaryov stepped back and gave almost complete control to Kazimir Egorov.

Threats and the use of violence were the most prevalent method used by Egorov to acquire control and establish dominance over Los Santos. Although the Russian mafia was small and compact, it was organized enough to compete with bigger ethnic groups. The epitome of this cutthroat behavior exhibited by the Russian mafia came in the form of Bohdan Semeneneko and Sevastyan Muratov. In a 2017 hour long documentary of the Russian mafia in Los Santos, the narrator stated, “The Russian mafia disposed of anyone and anything that stepped in their way [...] because it was their mentality.”

At its peak, the Russian mafia was able to control pockets of Los Santos easily and managed to establish a number of legitimate fronts to protect themselves from lurking government entities. To the left is a photograph of Bohdan Semeneneko and Eduard Zharkov, two old prominent members of the Russian mafia. It was taken in front of Matryoshka, a former bar which was located in Princeton. Princeton was said to be the second most crucial location of the Russian mafia after "Little Moscow."

The success of this generation did not last as the group quickly became defunct after a number of arrests and the disappearance of critical figures. In 2018, Kazimir Egorov and three others were arrested after an undercover sting recovered a variety of weaponry, drugs, and illegal proceeds.

Others continued to operate within the shadows or simply retired from organized crime. In the summer of 2018, the Russian mafia was thought to be back, but it turned out to be a fluke. Law enforcement officials were no longer vigilant of Russian organized crime in Los Santos, and the focus shifted elsewhere, primarily to La Cosa Nostra clans.

Krasnaya Mafiya

It is said that the Russian mafia is working closely with Armenian Power gangsters to maintain Eurasian crime afloat in Los Santos. Michael Usumov and Denis Vershinin are the ringleaders of this newly organized crime group. Leonid Tsaryov and Maxim Kukulayev are the ones representing this newly established organized crime group abroad. With ties stretching directly to Moscow, the group is hoping to acquire a status of legitimacy within the eyes of old Russian mobsters.

This group faced opposition from another Russian organized crime group. It is rumored that this conflict is what led to the death of Kazimir Egorov and the mysterious disappearance of his son, Joseph Egorov. The validity of that statement has yet to be proven.

In essence, by mixing tradition and contemporary rules, the Russian mafia has shown it is fully capable of adapting and surviving in modern times. Currently, Russian organized crime is flourishing once more. With a new generation of Eurasian criminals emerging from the disarray left from their predecessors, the future is looking bright for this new era.

As will become evident, the following story inevitably refers to consequential allegations relating to many individuals. It is essential, therefore, that no one proceeds without keeping the following thought in mind:

Though the Russian mafia is bound by brotherhood, it does not mean every Russian is a member of the mafia. The Russian mob is what it is today due to the impoverished and weakened society that began after the fall of the Soviet Union. This story solely seeks to identify the broad history of the Russian mafia within the city of Los Santos. Within this extensive history, there have been some prominent individuals who have managed to elude prosecution more often than expected. However, this is not a story dedicated to criticizing the incompetence of law enforcement. Many have downplayed the presence and importance of the Russian mob in Los Santos. There have been numerous people who were acting in good faith due to the lack of concrete evidence on the existence of Russian organized crime within the city.

Early History

It is impossible to tell the story of the mafia without reckoning the narrative of one of the earliest entities. The first presence of a prominent Russian mafia in Los Santos was introduced by Vadim Tarasov and Pavel Zhegulov in 2013. With the release of around thirty to forty established Russian mobsters in June 2013, the time was ripe for Russian organized crime. The new year came, and 2014 proved to be an even more successful year for the mafia.

By mid-2015, Tarasov’s group was nearly extinct and considered defunct. Vladimir Korneyev sparked a war between his crew and that of Gennadi Dyuzhenkov. It is unclear as to which side prevailed, though it is best to assume the entire organization disintegrated with notable figures preferring to live in the shadows. It is speculated that some members of Tarasov’s mafia remained intact. It is currently rumored that Ivan Nikolayev, the right-hand man of Gennadi Dyuzhenkov, is still operating out of Los Santos.

Viktor Strelnikov and Boris Nekrasov founded a new Russian organized crime enterprise separate from that of Tarasov’s in early 2015. While Tarasov’s organization crumbled from civil war; Strelnikov and Nekrasov continued to flourish and carry the torch of Russian organized crime in Los Santos.

Utilizing a proven strategy, Strelnikov and Nekrasov recruited locals to do their bidding. As the organization grew in numbers and power, so did the attention of local law enforcement. The Russian mafia was now viewed as a serious threat by public officials. It was Strelnikov himself who established the neighborhood of “Little Moscow.” With one of the crews operating out of East Beach, the area would become a famed hotspot for Russian immigrants and criminals. With the death of Strelnikov, a few number of lowkey Russian criminals were starting to create shock-waves in the criminal underworld of Los Santos.

Modern Organizations

The "red" mafia has become an umbrella label for all of the numerous Eurasian organizations—Russian, Chechen, Ukrainian, Georgian, Armenian, and so on—that have nothing or little to do with one another. By cultivating the art of murder and trafficking, and being able to simultaneously elude prosecution, the Russian mob is able to acquire power and money while maintaining secrecy.

Around Christmas 2015, two brothers spearheaded a small Russian organization. Though they would not last for long, the reputation of the brothers would hold weight for years to come.

It was not until mid-2016 that the Russian mafia would experience a minimal resurgence. Vladimir Menshchikov and Vadim Zakirov founded an enterprise that sought to separate itself from its predecessors; opting to operate out of Star Street instead of Little Moscow. Their time came and went, and before Los Santos knew it, there were new players at the helm. In November 2016, Vasily Romanov established a newly organized crime group in the Temple area. Though short-lived, it helped maintain the presence of the Russian mob in Los Santos.

In Spring 2017, a new group was forming based out of Little Moscow. Led by Leonid Tsaryov, this group would eventually join forces with Kazimir Egorov. Egorov introduced Tsaryov to a traditional Russian criminal structure. The acclaimed "thieves-in-law" helped the duo lead their criminal enterprise. It marked the first time since 2015 that the Russian mafia in Los Santos was following traditional rules. As history has demonstrated, the time of Tsaryov and Egorov would not last forever. Not too long after, David Garin and Erik Pavlenko abused weak government systems to take advantage of the opportunities provided to them by the Ocean Docks. Soon, they too would fall.

The Current State of the Red Mafia

Since February 2018, the Russian mob has failed to maintain a substantial presence in the city of Los Santos; many have tried since but have been unable. It is not to say that Russian organized crime in Los Santos has wholly vanished. The new generation of Russian criminals, guided by Tsaryov, is the reason for the revival of Little Moscow. With old players returning to the helm—namely Leonid Tsaryov and Maxim Kukulayev—2019 is looking to be a promising year for the mafia.

Reputed Russian Mobster Shot Dead in Willowfield

An unnamed reputed Russian mobster, along with two associates, was shot and killed inside of his vehicle in Willowfield on late Saturday night, the LSPP reports.

According to police, an SUV was driving through the Willowfield homes with two black sedans following when gunfire rang out. All of the occupants in the two sedans were armed with a variety of weaponry, including a modified AR-15, according to eyewitnesses. Gunfire was exchanged between the two groups and that in the SUV, leading to the death of all of the occupants of the SUV.

Police are currently searching for any vehicles matching the descriptions of the two sedans. No arrests have currently been made, and it is unclear if authorities have a lead on any suspect, let alone a group of suspects. Authorities have also been hesitant to release any information which would identify those deceased.

"It remains a very active investigation at this point," LSPD Chief of Detectives John Smith said.

The shootout is being described as something comparable to the mafia violence that hit the city of Los Santos in 2017. "We thought those days were over," Smith said of the shootout. "Very surprising, but I guess old habits die hard.

We are portraying a second generation of Little Moscow with the timeline slightly elapsed to aid in immersion and realism.

Little Moscow provides the most realistic portrayal of the Russian mafia in Los Santos, a fact reflected by our history, character story-lines, criminal activities and structure. We do not portray one-dimensional Russian figures, and neither should you. There is variety and flavor in each and every character, especially within the more open-minded second iteration of the Russian mafia.

Knowledge about the Russian mafia, or any Eurasian mafia, and Eurasian culture is not required but seen as a bonus. It is up to your discretion how much you would like to research and investigate to authentically depict your character's individual personality and attributes; there is no blueprint for how you should develop your character. Furthermore, our faction is not exclusive to those of Russian descent, as other Eurasian ethnicities are accepted including Armenian, Chechen, Ukrainian, etc.

All current and potential members must renounce their right to a character-kill to the upper echelon of the faction. Be sure to private message Kolyah with the following format:
