CORRECTIONAL REHABILITATION CODE

TABLE OF CONTENTS

DEFINITIONS
  1. A “Person” refers to any living human being or individual.
  2. An "Inmate" refers to any person currently under the jurisdiction of the SADCR.
  3. A “Government employee” refers to any on-duty employee of a local, state, or federal agency.
  4. A “Weapon” refers to any object, tool or item, whether or not regulated or manufactured, that a person utilizes to inflict harm, threaten harm, or utilize in lieu of a regulated or manufactured item that, when used as intended, can inflict harm.
  5. Specific punishment modifiers shall be defined in CRC Section 5 - Enhancement Policies.
INTRODUCTION
The Correctional Rehabilitation Code is a document which lists segregation-worthy offenses that are administered to inmates of the San Andreas Correctional Facility. Offenses listed in the Rehabilitation Code are administrative charges and will not be listed in the inmate's criminal record. Inmates segregated for the offenses below spend the specific amount time in the the Secure Housing Unit's (SHU/Department C) Disciplinary Segregation (D-SEG/C1) wing of the San Andreas Correctional Facility, separated from General Population.

An inmate shall not be segregated for any longer or for any other offence other than what the Rehabilitation Code states, exception made for offenses listed in the San Andreas Penal Code but not directly in the Rehabilitation Code. Segregating an inmate for longer than what the Rehabilitation Code indicates is severely punishable and is considered as corruption of public duty.

If an inmate has committed multiple offenses, charges do add up but an inmate may not be segregated for more than 500 days (( 4 hours and 30 minutes = 270 minutes )). The same charges do not stack up and may only be applied once per segregation.

(( Inmates are segregated for the time written in brackets and given in minutes; the time written in days is there only for an IC reference as it suits best for RPing the time spent in segregation appropriately. When an inmate is segregated, they are to be informed how long the segregation lasts IC and OOC.
NOTE: An inmate does NOT need to spend the required amount of time in game. The time that CRC suggests only needs to elapse from the time put in segregation (with the /isolate command), regardless of whether the inmate has been logged in the whole time or not. ))
SECTION 1 - CLASS I OFFENSES
  • (1)01. Murder
    1. Unlawfully killing another person with malice aforethought.
    Time in segregation: 180 Days ((240 minutes))

    (1)02. Attempted Murder
    1. Deliberately and intentionally attempting to kill or cause life threatening harm to another person through premeditated actions.
    2. Causing severe or life threatening bodily harm to another person by criminal accident, negligence, or in the heat of passion.
    Time in segregation: 90 Days ((180 minutes))

    (1)03. Assault with a deadly weapon
    1. Attempting to cause or threaten immediate harm to another while using a weapon, tool, or other dangerous item to communicate that threat. Such weapons include, but are not limited to, improvised weapons (shanks), blunt force objects and any objects which enhance the impact of a hit with fists (similar to brass knuckles).
    Time in segregation: 40 Days ((115 minutes))

    (1)04. Assault and Battery
    1. Using intentional and unlawful force or violence to cause physical harm to another person. This includes but is not limited to punches, kicks, or throwing objects capable of provoking injuries to the victim.
    Time in segregation: 30 Days ((100 minutes))

    (1)05. Torture
    1. Intentionally causing extreme pain and suffering to someone.
    2. Causing pain and suffering for the purpose of revenge, extortion, persuasion, or for any sadistic purpose.
    Time in segregation: 90 Days ((100 minutes))

    (1)05. Rape
    1. Forcing another person to engage in sexual intercourse.
    2. Performing non consensual sexual intercourse with another person.
    3. Performing sexual intercourse with another person who is incapacitated, disabled, or unable to give consent.
    Time in segregation: 90 Days ((100 minutes))

    (1)06. Hostage Taking
    1. Seizing another person without their consent (or the consent of their guardian) with the intent or decision to hold that individual for ransom of any kind.
    Time in segregation: 140 Days ((240 minutes))

    (1)07. Possession of a firearm
    1. Carrying or possessing any kind of firearm or any item that is rigged to work in a similar fashion. This includes but is not limited to projectile/less lethal weaponry taken from staff.
    Time in segregation: 30 Days ((100 minutes))

    (1)08. Possession of an improvised weapon
    1. Carrying or possessing any device capable of ready use as a stabbing weapon, cutting weapon or blunt force weapon that is intended to inflict great bodily injury or death. This includes but is not limited to possessing a cutting, stabbing, slashing, bladed, impact or blunt weapon.
    Time in segregation: 21 Days ((60 minutes))

    (1)09. Manufacture of a dangerous weapon / device
    1. Manufacturing, assembling, disassembling, or possessing parts of any dangerous weapon, including but not limited to explosives, traps, firearms, cutting, stabbing, slashing, bladed, impact or blunt weapons.
    Time in segregation: 12 Days ((45 minutes))

    (1)10. Arson
    1. Intentionally and maliciously setting fire to or burning any structure or property without prior authorization through means of fire or explosive.
    Time in segregation: 30-50 Days (( 100-120 minutes )) depending on the damage done and/or reason for the fire.

    (1)11. Riot
    1. Organizing and carrying out acts of violence or civil unrest.
    Time in segregation: 90 Days (( 100 minutes ))

    (1)12. Attempted Escape
    1. Attempting to escape from an SADCR facility, community service, or custody of a Correctional or Parole Officer.
    Time in segregation: 260 Days ((120 minutes))

    (1)13. Escaping
    1. Escaping from an SADCR facility, community service, or custody of a Correctional or Parole Officer.
    Time in segregation: 365 Days ((270 minutes))

    (1)14. Introduction Of Contraband
    1. Providing contraband to an inmate of a correctional facility, or attempts to enter a facility with the intent to illegally transport contraband within it. Contraband includes, but is not limited to, unauthorized goods, controlled substances and weaponry.
    Time in segregation: 5 to 14 Days ((20 - 50 minutes))

    (1)15. Possession of a Controlled Substance With Intent To Sell
    1. Possessing a controlled substance or multiple controlled substances in an amount of over 10 grams.
    2. ((Each drug (xx/xx) within inventory is considered 1 gram.))
    Time in segregation: 15 Days ((50 minutes))

SECTION 2 - CLASS II OFFENSES
  • (2)01. Possession of Miscellaneous Contraband
    1. Possessing any item deemed to be contraband that is not classified as controlled substance or weaponry.
    2. Miscellaneous contraband includes, but is not limited to, physical money (bills and coins), mobile phones, pornographic material, items or materials stolen from facilities (workshop tools, cutlery, construction materials), and materials or tools used to create tattoos.
    3. (( Charge does NOT apply to players who RP money in prison due to lack of OOC knowledge. Only deliberate contraband RP. ))
    Time in segregation: 21 Days ((50 minutes))

    (2)02. Bribery
    1. Offering or giving a monetary gift, gratuity, valuable goods, or other reward to a Correctional Officer in an attempt to influence their duties or actions.
    2. Giving services or non-material, but valuable actions to a Correctional Officer in an attempt to influence their duties or actions.
    Time in segregation: 30 days to 50 days (( 100 minutes to 120 minutes ))

    (2)03. Incitement to Riot
    1. Deliberately agitating or intending to agitate a crowd or large group of people organized or located peacefully within an SADCR facility in order to promote acts of violence or civil unrest.
    Time in segregation: 80 days (( 120 minutes ))

    (2)04. Interference with Restraints
    1. Interfering or assisting other inmates in interfering in any way with handcuffs or other restraints that have been, or are being, applied to an inmate by a Correctional Officer.
    2. Attempting to remove one's own restraints or to remove restraints from any other inmate.
    Time in segregation: 20 Days ((70 minutes))

    (2)05. Prostitution
    1. Knowingly engaging in or offering to engage in a sexual act in exchange for payment or other goods and services.
    Time in segregation: 14 Days ((50 minutes))


    (2)06. Pandering / Pimping
    1. Soliciting, advertising, aiding, supervising or forcing inmates involved in prostitution and retaining some or all of the money earned.
    Time in segregation: 60 Days ((80 minutes))

    (2)07. Robbery
    1. Taking property from the possession of another against their will, by means of force or fear, such as through intimidation, assault or battery or through the use of weaponry.
    Time in segregation: 5 to 14 Days ((20 - 50 minutes))

    (2)08. Lewd Acts
    1. Soliciting anyone to engage in inappropriate sexual or sexually suggestive conduct.
    2. Engaging in inappropriate sexual or sexually suggestive conduct.
    3. Soliciting sexual activity.
    4. Sexual or sexually suggestive conduct includes, but it's not limited to, kissing, embracing, fondling, or sexual touching of themselves or another inmate.
    Time in segregation: 7 Days ((25 minutes))

    (2)09. Sexual intercourse
    1. Engaging in sexual intercourse with another inmate or Correctional Officer, regardless of sex of either involved.
    Time in segregation: 14 Days ((50 minutes))

    (2)11. Possession of a controlled substance
    1. Possessing any controlled substance in an amount of under 10 grams, except when the substance has been lawfully prescribed to them by a licensed practitioner of medicine or is legally available without a prescription.
    2. Controlled substance includes Alcohol beverages of any kind.
    3. ((Each drug (xx/xx) within inventory is considered 1 gram.))
    Time in segregation: 7 Days ((30 minutes))

    (2)12. Extortion
    1. Intimidating or influencing another person to provide or hand over properties or services.
    Time in segregation: 25 Days ((60 minutes))

    (2)13. Provoking
    1. No inmate shall willingly and knowingly provoke other inmates into committing criminal acts against them.
    2. This includes openly taunting other inmates, 'race-baiting', shouting, or using any verbal or physical method to provoke other inmates into fighting back, or committing criminal acts.
    Time in segregation: 21 days (( 60 minutes ))

SECTION 3 - CLASS III OFFENSES
  • (3)01. Fortification to Avoid Apprehension
    1. Barricading in an area of an SADCR facility with the intent of delaying Correctional Staff from apprehending said inmate(s).
    Time in segregation: 20 days (( 45 minutes ))

    (3)02. Providing False Information
    1. Providing false information or details to a Correctional Officer during the course of a criminal investigation, lawful detainment or other investigations.
    Time in segregation: 14 Days ((45 minutes))

    (3)03. Trespassing
    1. Entering a Non-Inmate Area or Escort-Only Area of an SADCR facility without the expressed or written permission to do so.
    Time in segregation: 14 Days ((45 minutes))

    (3)04. Avoiding Custody
    1. Fleeing custody from Correctional Staff in an attempt to not be confronted.
    Time in segregation: 7 Days ((30 minutes))

    (3)05. Vandalism
    1. Defacing, damaging, or destroying property which belongs to another or to the State of San Andreas.
    Time in segregation: 7 Days ((30 minutes))

    (3)06. Intoxication/Under the Influence of a Controlled Substance
    1. Using or being under the influence of a controlled substance without the proper permits or prescription to use such a substance.
    2. Controlled substance includes Alcohol beverages of any kind.
    Time in segregation: 3 Days ((20 minutes))

    (3)07. Theft
    1. Stealing or taking the personal property of another, regardless of value.
    Time in segregation: 5 Days ((15 minutes))

    (3)08. Theft of Canteen or Commissary Items
    1. Stealing food products, beverages, cutlery, plates, or any item used in San Andreas Department of Corrections and Rehabilitation canteens or commissaries.
    Time in segregation: 7 Days ((20 minutes))

    (3)09. Disobeying Orders
    1. Disobeying or failing to follow a direct lawful order issued by a Correctional Officer.
    2. In the case of conflicting orders, the last order given shall be obeyed.
    Time in segregation: 3 Days ((15 minutes))

    (3)10. Threatening or Intimidating Any Person
    1. Threatening or intimidating, either directly or indirectly, any person, including but not limited to other inmates or Correctional Officers.
    Time in segregation: 2 Days ((10 minutes))

SECTION 4 - CLASS IV OFFENSES
  • (4)01. Undue Familiarity
    1. Soliciting, encouraging, establishing or participating in any type of personal and/or romantic relationship with Correctional Officers or other San Andreas Department of Corrections and Rehabilitation employees.
    2. A personal relationship shall be defined as any relationship involving unnecessary familiarity by the inmate towards Correctional Officers or other San Andreas Department of Corrections and Rehabilitation employees.
    3. Any contact between an inmate and staff member other than polite remarks or casual conversation shall be limited to that which is necessary for the staff member to perform official duties in a professional manner.
    Time in segregation: 10 Days ((25 minutes))

    (4)02. Disturbing the Peace
    1. Reasonably disturbing other persons through profanity, language, voice or noise. This includes, but is not limited to, shouting provocatively against Correctional Officers or other inmates.
    Time in segregation: 5 days ((15 minutes))

    (4)03. Misuse of Commissary Items
    1. Using a commissary item against its prescribed use. This includes, but is not limited to, the manufacturing of improvised weapons.
    Time in segregation: 10 days ((25 minutes))

    (4)04. Improper Use of Prepared or Served Food
    1. Wastefully or deliberately destroying prepared or served food. This includes, but is not limited to, throwing food and drinks.
    Time in segregation: 1 Day ((10 minutes))

    (4)05. Interference with Official Duties
    1. Attempting to sabotage, impede, or interfere with any official duties being performed by a Correctional Officer or other San Andreas Department of Corrections and Rehabilitation employee.
    Time in segregation: 3 Days ((20 minutes))

    (4)06. Interference with Surveillance
    1. Using their voice or other signals to alert another inmate to the presence of Correctional Officers. This includes, but is not limited to, acting as a 'lookout' for inmates conducting unauthorized activities.
    Time in segregation: 3 Days ((15 minutes))

    (4)07. Interference with Cell Operation & Visibility
    1. Blocking or otherwise interfering with the operation of a cell opening and closing mechanism in any way, including food passage ports or slots.
    2. Covering a cell entrance through clothing or other means in an effort to block visibility into that cell.
    Time in segregation: 5 Days ((15 minutes))

    (4)08. Smoking inside buildings
    1. Lighting up and smoking a commissary-purchased cigarette inside any inmate-area but yards.
    2. Correctional Staff shall first warn the inmate to stop smoking inside. Refusal to comply results in the charge being applied.
    Time in segregation: 5 Days ((15 minutes))

    (4)09. Gambling
    1. Engaging in any gambling activity (Blackjack, Poker, etc.) that involves contraband money or items of value.
    2. Full charge given for hosting a gambling game. Participation in gambling (but not hosting it) shall be considered as Aiding and Abetting in Gambling, covered by (5)03. Aiding and Abetting.
    Time in segregation: 10 days ((25 minutes))

    (4)10. Misuse of Medications
    1. No inmate shall hoard, misuse or tamper with prescribed medications in any way.
    2. This includes, but is not limited to, any attempt to hide the medication while acting like they took it or trade the medication with other inmates.
    Time in segregation: 2 Days ((15 minutes))

SECTION 5 - ENHANCEMENT POLICIES
  • (5)00. General Provisions
    1. Correctional Rehabilitation Code entries, by default, may be modified by Enhancement Policies listed within Section 5.
    2. Placement of an inmate in the Security Housing Unit may not exceed five hundred (500) days (( 4 hours and 30 minutes = 270 minutes )) regardless of the application of Enhancement Policies.
    (5)01. Government Worker Clause
    1. (5)01. Government Worker Clause
      Any crime knowingly committed against a Correctional Officer or other San Andreas Department of Corrections and Rehabilitation employee, defined as a State Agency employees by the State Constitution, shall be more severely punished with an increased sentence (175% of the original sentence). This clause may only be applied to the following charges:

      • (1)02. Attempted Murder
      • (1)03. Assault with a deadly weapon
      • (1)04. Assault and Battery
      • (1)05. Torture
      • (1)05. Rape
      • (1)06. Hostage Taking
      • (2)07. Robbery
      • (2)12. Extortion
    (5)02. Aiding and Abetting
    1. Any attempt to aid, assist, favor or help another inmate in carrying out illegal actions prohibited by the Correctional Rehabilitation Code shall be punished with a decreased sentence compared to the original sentence (50% of the original sentence).
