Russian mafia groups sit on the other side of the organizational spectrum from Yakuza. Their structure, according to Frederico Varese, a professor of criminology at the University of Oxford and an expert on international organized crime, is highly decentralized. The group is composed of 10 separate quasi-autonomous “brigades” that operate more or less independently of each other. The group does pool its resources, however, and the money is overseen by a 12-person council that “meets regularly in different parts of the world, often disguising their meetings as festive occasions,” Varesi says.

It’s estimated that the group claims upwards of 9,000 members and that its bread and butter is the drug trade and human trafficking. Russian organized crime, in general, is heavily involved in the heroin trade that originates in Afghanistan: it’s estimated that Russia consumes about 12% of the world’s heroin, while it contains just 0.5% of the world’s population.

Although Russian organized crime activity in the United States has been expanding for the past 20 years, its most significant growth has occurred during the past five years. In August 1993, the FBI reported there were 15 organized crime groups in the United States with former Soviet ethnic origins. 13 There is considerable debate in the law enforcement community as to the level of organization and structure of Russian organized crime groups in the United States. Additionally, many of the Russian emigres who are involved in criminal activity in this country may be career criminals specializing in crime areas having little or nothing to do with Russian organized crime groups.

Current information indicates that most Russian organized crime groups are loosely organized and do not have elaborate levels of structure. These groups are often influenced by their ethnic or regional backgrounds. They have formed networks that operate in situations of mutual interest and often shift alliances to meet particular needs.

There is ample information that Russian crime groups operating on the East Coast cooperate and communicate with West Coast groups. Additionally, Russian organized crime groups in the U.S. communicate and operate with organized crime groups in Russia. FBI Director Louis Freeh stated that over 200 of Russia's 6,000-odd crime gangs operate with American counterparts in 17 U.S. cities in 14 states. According to intelligence reports, members of criminal groups in Russia are sent to reinforce and consolidate links between groups in Russia and the United States. Russian organized crime figures are also sent to this country to perform a service such as a gangland murder or extortion.

Egorovskaya OPG
Sevastyan Muratov fled Los Santos in early 2018 when the notoriously ruthless so-called "Egorovskaya OPG" started to fall to pieces after various raids carried out by the Los Santos Police Department at their many owned bars, pawnshops, warehouses and other such properties brought forward enough information to start having warrants put out. He fled to Moscow and waited out the heat. Many of the key members of the organisation were caught and put behind bars in various state penitentiaries.

Later on that same year Sevastyan Muratov returned to the States to see what was left of their operations. He quickly became acquainted with an old friend that controlled the organisation in Los Santos before Kazimir Egorov's take over, Leonid Tsaryov. Unknown to Sevastyan there was still friction between the two and upon hearing of Sevastyan's joining with Leonid, Kazimir put the order out for Sevastyan to be taken out. Sevastyan was tipped-off and fled once again, hoping to have the chance to explain himself to the higher-ups in Moscow. The hit was called off and both Leonid's and Kazimir's groups disbanded from Los Santos leaving a void to be filled.

Zakharovich OPG
A new boss takes over one of the largest Russian criminal organisations, Pashin Zakharovich. Pashin takes a new approach and starts to "adopt" smaller street crews and operates them like cells. Sevastyan had a debt to pay when he was given asylum in Moscow but didn't have any clean funds available to himself so had to resort back to criminal activities. Pashin knew of both Tsaryov and Egorov and had heard of Sevastyan's situation in regards to the debt. Pashin met with Sevastyan and they came up with the idea of trying to penetrate the markets back in Los Santos. Pashin told Sevastyan he could have whatever he needed to get started.

Muratov moved back to the United States, alongside the notoriously violent and ruthless pair, Fyodor Yahontov and Boris Kuznetsov. They'd become Muratov's right and left hand used to give out orders and carry out enforcement among the crew. Rumours circulate that they're currently operating out of Fort Carson, Bone County.

Rumours have arisen that the so-called Zakharovich OPG has grown vastly over the recent months and now have multiple crews operating through the state. Although it seems like they're still showing presence in the Fort Carson area and are continuing to buy up properties and businesses in the area.

Pashin's lawyer, Frank tells him that Sevstyan is skimming the books and not kicking up the agreed amounts. Frank sells this information to Sevastyan who in turn kills him and steals his burner phone. Sevastyan uses the burner phone to set Pashin up and have him killed by some of his goons.

Today Sevastyan Muratov leads the organized crime group, with his two under-bosses Fyodor Yahontov and Boris Kuznetsov. With different crews controlling different parts of the state, they're starting to gain a stronghold.

We aim to portray a realistic overseas sub-group of a modern-day Russian Mafia (OPG). The history above is real and happened on LS-RP giving us a really interesting edge on the majority of new factions without such history.
