Yes, you got to show activity on your character for them to not sell your house.

1. Ownership
You are allowed to hold a maximum of 4 houses/apartments per active character. If you are found with more, they will be admin-sold and you will not be given a refund. If you wish to own more than 4 then you must ask the Head of Properties for permission. Apartment complexes do not fall under this limitation.

If you have a SS of the transaction between you and whoever you bought it from then you're most likely going to recieve a refund or the apartment back, as long as none of the rules/terms and conditions were breached- most apt. complexes have their own set of rules and regulations wich can be found here.

You may own 4 properties in total(both houses and apartments), for more you'll have to ask for premission from the head of property.

Meaning I can pose as an interior designer, get them to hand over the property to me in order to do the design (they think that I'm going to give the house back to them once I'm done) and then just keep the house or sell it?

You're not allowed to scam properties at all, no exceptions.

If it's a loan then it's allowed.

If you loan things, including vehicles and houses, the person can scam them.

House owners shouldn't give people their house to design it, they should only give furnishing permissions.

If you give your house to someone, you are giving them your house. They then do not have to give it back, it has happened before. Don't give your stuff to people for these reasons.
