I think you should change it, the penal code, really.
8 hours for kidnapping and such is quite long.

The Bill of Rights is part of the US Constitution and isn't listed in an individual state's penal code.

((Since the revision you can carry a lot more drugs IG, with the new (2012) penal code, will the limit for "possession of a controlled substance for sale" be raised? 10 grams - on this scale - is just a tiny amount, I'd up it to 50-100 grams, not up to me though.))

Nah, it's fine, I think at the Evading ( .323 ) Should be added a paragraph stating about on foot Evading, what should be 2h in LSP. I don't think it's fair jailing people who feet evaded for three hours.

(( A change is needed regardless. The Penal Code is extremely limited and very incomplete. There is only 1 fraud charge, and fraud is extremely wide, just to name one example. ))

There aren't all that many fraud cases being pursued though, are there? ))

Regardless, the Penal Code isn't OOC, so we shouldn't take into account what the kids aged 12-15 want to do as virtual criminals. We need to set up a Penal Code which covers everything and anything. ))

As long as it doesn't completely riddle it with strings of crimes seldom committed and make it over-elaborate, then wicked. ))

Re: San Andreas Penal Code 2011
(( How is the PD enforcing the new Penal Code 2012 when there is not a public posting of it anywhere on the forum, only the PD can see. And how does possession of illegal firearm go from 20-25 minutes to 5 hours?
Possession of an illegal firearm, possession of an firearm without permit, possession of dagger, evading. Penal Code 2011 total time = 2 hours ~~~~~~ Penal Code 2012 total time = 8 hours ))

Re: San Andreas Penal Code 2011
2012 isn't there yet. Possession of an illegal firearm is already a couple of hours. Possession of a firearm without a license is 25 minutes.
