THE SAFE SHORES ACT OF 2020

An act to establish the San Andreas Harbor Department, the Office of the Harbor Department Chair, and the San Andreas Harbor Commission.

THE PEOPLE OF THE STATE OF SAN ANDREAS DO ORDAIN AS FOLLOWS:

  • Section 1. Authorization
    1. The State Senate authorizes the establishment of the Harbor Department, the Office of the Harbor Department Chair, and the Harbor Commission.
  • Section 2. Roles and Responsibilities

    1. The Harbor Department Chair shall:
      1. Be appointed by the Secretary of State or Lieutenant Governor.
      2. Be confirmd by the State Senate with a simple majority vote.
      3. Serve as the Ports of San Andreas' lead asset manager and financier, and implement funds authorized and appropriated for harbor operations.
      4. Manage the "Harbor Department," to ensure the free flow of commerce to and from the Ports of San Andreas, oversee port operations, port projects, port oversight, and oversee the implementation of public contracts related to the Ports of San Andreas.
      5. Liaise with law enforcement to ensure the safety and security of port operations.
      6. Appoint all members of the "Harbor Commission."
      7. Serve as President of the "Harbor Commission."
      8. Have the authority to relieve members of the "Harbor Commission" at their discretion.
    2. The Harbor Commission shall:
      1. Consist of three individuals appointed by the Harbor Department Chair.
      2. Serve terms in increments of three months, without a term limit.
      3. Develop, vote on, and implement a regulatory code for Harbor Department policies in coordination with the Harbor Department Chair.
      4. At its discretion, establish rules and standards relating to port operations, which applies to any commercial institution that utilize the Ports of San Andreas. Such rules or standards must be published. These rules and standards must be fair, reasonable and not conflict with the principles of public policy.
      5. Determine the Harbor Department budget request to the State Senate, and supplement to the responsibilities of the Harbor Department Chair as needed.
      6. Vote on leasing applications for private use of public property at the Ports of San Andreas.
      7. Conduct inspections of facilities and premises at the Ports of San Andreas.
