I. Introduction:↑
- The current educational system in the city of Los Santos is unfounded and unstructured. This bill appropriately titled the Los Santos Educational Reform Act of 2013 is designed to provide both structure and balance to the current educational system in Los Santos. This bill will highlight and fix the following areas of the Los Santos educational system:
Regulations, licensing & permits
Funding
Safety & Security
Curriculum
The new educational system will be under the direct supervision of a member of the Los Santos Government working under the title of "Superintendent". The superintendent will be responsible for maintaining the ethical standards of ALL schools and faculty that are directly governed by the Los Santos Educational system, as well as for ensuring that all criteria in this bill are being followed and executed.
All public and private schools operating within the city of Los Santos prior to the completion date of this bill will have one (1) week to ensure that all newly formed requirements and standards are met and up-to-date.
All faculty operating in all public schools within the city of Los Santos will have one (1) week from the completion date of this bill to ensure that they have applied for and received all proper licensing required to preform the duties of a teacher as defined by this bill.
II. Regulations, licensing & permits:↑
- All school faculty that participate in teaching are required to hold a bachelors degree with a major in education accompanied by a minor in the field they are teaching.
- All school faculty that participate in teaching are required to hold a current license within the city of Los Santos, and are thus required to keep the license up to date as long as they remain in a teaching position within the Los Santos School System.
EXCEPTION: Those wishing to teach at a private school are only required to hold a license and degree depending on the rules set forth by the individual private institution.
EXCEPTION: Guest lecturers are not required to hold a teaching permit, although a guest lecturer may NOT be hired and or employed within the school system more than twice a month. - All potential school faculty will be subject to a criminal background check. No person(s) with a criminal history containing major crimes, numerous imprisonments and or any child related crimes will be allowed to obtain employment in the Los Santos School System.
Licenses:
Professional Teacher's License 1 (PTL1) - PTL1 licenses are strictly intended for teachers who have less than two (2) years of "on-the-job" experience.
Professional Teacher's License 2 (PTL2)- PTL2 licenses are strictly intended for teacher who have at minimum four (4) years of "on-the-job" experience.
Principal Educator's License (PEL) - PEL licenses are for those who wish to seek employment within the Los Santos Educational System as a Principal.
Permits:
Any educational institution within Los Santos is required to hold the following permit(s);
Educational Institution Operational Permit (EIOP) - Any educational institution wishing to operate within Los Santos is required to hold an EIOP. This includes but is not limited to: - Public county schools
- Private schools
- Universities
Clauses:
Schools that employ teachers failing to meet the minimum requirements and or that hold the required licenses are subject to the following: - $100,000 fine
Teachers that seek employment without meeting the minimum requirements and or holding the required licenses, and manage to obtain employment will be subject to the following: - $10,000 fine
- Imprisonment under fraud charges
Schools that operate without holding the required permits are subject to the following: - Closure
- $250,000 fine
- Possible fraud charges
III. Funding:↑
- Upon reviewing the yearly city-budget, the council agrees to allot up-to 1.5% of the city's budget for educational purposes for public schools such as, but not limited to:
- Full-time employment and salary for teachers
- Facility upgrades and maintenance
- Security and safety installment
- Public transportation for students to and from the school campus
- Teaching equipment/materials
Any public school operating under direct guidance of the Los Santos Government are subject to the following: - No property tax on the location of the school
Any private school operating without direct guidance of the Los Santos Government are subject to the following: - Reduced property tax on the location of the school
C1: Private schools are NOT subject to receive the same funding as public schools. If a private school requires funding it is required to seek funding from outside sources such as fundraising and donations.
C2: Any member of the Los Santos Education System that is found to be misusing school resources/funding are subject to the following: - A fine in the excess of double the amount of money stolen/misused
- Termination of employment
- Revocation of current and future licenses/permits
- Criminal theft charges
IV. Safety & Security:↑
- All public schools are required to have the following safety & security measures in place prior to operating as an educational institution:
- Metal detectors at each entrance and or exit
- At least one (1) CCTV camera in each public area of the school (bathrooms/offices are exempt)
- At least least two (2) visible and marked fire alarms in each hallway
- At least two (2) visible and accessible fire extinguishers in each hallway
- A fully working fire suppression system installed within the school building. NOTE: This fire suppression system must meet all local fire regulations set forth by the Los Santos Fire Marshal.
All private schools are required to have the following safety & security measures in place prior to operating as an educational institution: - At least least two (2) visible and marked fire alarms in each hallway
- At least two (2) visible and accessible fire extinguishers in each hallway
Private schools are NOT required to provide any form of security on their campus. The Los Santos Government will NOT provide funding for any security upgrades and or updates.
The following apply to ALL schools within the Los Santos Educational System: - No firearms on the premises
This includes all persons holding a current and up-to-date CCW license. The only person(s) allowed on school campus to carry firearms are active and on-duty law enforcement officers.
█ - No weapons of any kinds on the premises
This includes, but is not limited to: Knives, bats, needles, hammers, screwdrivers, switchblades, letter openers & metal pipes.
█ - No corporal punishment by faculty and or staff
Under NO circumstances are any faculty or staff authorized to use corporal punishment as a form of punishment for behavior and or as a form of teaching.
█ - No narcotics/drug paraphernalia/tobacco allowed on school campus
This includes ALL forms of drugs/narcotics/tobacco. Any student and or faculty wishing to have prescription medication on campus must provide a written order from their doctor.

No one other than the following are allowed onto school campus without direct authorization and written permission from the superintendent. - Senior Government Officials
- On-Duty Law Enforcement Officers
- On-Duty Fire Department Officials
- Parents of students
- Teachers/School Faculty/Guest Speakers
V. Curriculum:↑
- All public schools operating under the direct supervision of the Los Santos Government will be required to follow a curriculum set forth at the beginning of each school year as defined by the Superintendent. All curriculum's are required to maintain and hold the following subjects at minimum:
- Math
- Science
- History
- Language Arts
All private schools are allowed to create and maintain their own curriculum based on their teachings and belief as long as they also maintain the following subjects at minimum: - Math
- Science
- History
- Language Arts
VI. Definitions:↑
- Public School:
Any educational facility operating under direct guidance and funding from the Los Santos Government.
█ - Private School:
Any educational facility operating under guidance and funding not given by the Los Santos Government, but rather a secondary source such as donations and or fundraising.
█ - PTL 1 & 2
Professional Teacher's License required to operate and seek employment as a teacher within the Los Santos School System.
█ - PEL
Principal Educator's License required to operate and seek employment as a Principal within the Los Santos School System.
