The Harmony Housing Projects was developed in 1945 as semi-permanent housing for war workers post-World War II by the Federal Government and was one the first Veterans Housing Project in the country. The apartment complex is located at 54th street in central East Los Santos and originally the building was built in 1941 as a warehouse for manufacturing ammunition during World War II and to house the workers.

By the mid-1960's, the majority of the veterans had moved out due to being able to afford better housing and as more ethnic groups migrated to Los Santos, the housing projects became primarily an African-American community. The complex became overwhelmed with occupants and was not designed to host so many tenants. It became heavily overly populated and crime had significantly risen. The complex was closed down for major refurbishment but was left idle for seven years due to lack of Government funding.
In 1976 as part of San Andreas state public housing project act was reinstated in East Los Santos and was to provide affordable housing solution for low income families. Harmony House was one of six apartment complexes to be refurbished and housed 700 low income families across the state. The 54th street complex is considered the heart of East Los Santos and provided huge potential in becoming a major asset in the community.
2014 came with LSPD opening a new Watts station in Jefferson, leading the old police station along 54th street to be converted into a small apartment complex. With more modern housing complexes developed in East Los Santos the Harmony Housing project was sold by the state government to private investors.
The Harmony Housing Project is now under ownership of Cassesso Property Manangement LLC. The sole purpose of owning apartment complex is to provide low income families housing in a clean and safe environment.
