New Year Legal Factions Update!

  • First of all, I'd like to wish everyone a Happy New Year. As we move into 2016, I've decided to introduce an update from legal factions every 2 months. You'll also get an update from me on how legal factions are doing and changes that have been made. There is a few topics I wish to bring up during 2016, but I'm not going to cram them all into this post as it would just take away the point of this thread.

    Before reading the updates of each faction, I would like to clear something up. This specific topic has been brought up every other week and it needs to be put to bed. I'm going to brief the community of when PD/SD are authorized to use tasers and bean bag shotguns. If you are wrongfully bean bagged or tazed, you are free to report it either via /re or on the forums.
    • BEANBAG SHOTGUNS
      • A suspect driving on a moving motorcycle should not be bean bagged. The only exception is when they are stationary or moving extremely slow. If they are armed, lethal force is to be used. PD/SD are allowed to use beanbags on BMX's when they are out of the vehicle. Driveby with a beanbag shotgun is not allowed.
      • If a suspect is actively armed with a firearm, beanbags are not to be used on them. No exceptions are going to be made. Lethal force and verbals are to be used. If they are mobile and running on foot, lethal force is to be used. If it is not safe to continue the pursuit, you have the option to pull and wait for backup.
      • Beanbags are to be your last resort when it comes to brawls. Your baton and pepperspray is your first line of defence. If the brawl is not dispersing and it's getting out of hand, a beanbag can be used but it is your last resort.
      TAZERS
      • Tazers are not to be used on players in water.
      • Tazers are not to be used on suspects actively brandishing a firearm. No exceptions are made.
      • Tazers are not a replacement for beanbags and vice versa.
      TAKING TIRES
      • You don't take tires unless the suspect is known to be armed or have committed a felony, for example driving but running people over/causing actual danger to life.
    Any questions or concerns regarding this topic can be forwarded to me.

Moving on to faction updates. I would like to thank all faction leaders and members for writing up their updates. They've all done really well with them, so I hope you all enjoy reading them.
Los Santos City Government

Since July 2015, the Los Santos City Government has been headed up by myself, Frank Vaughn (Michael Westbrook). As part of a legal faction initiative to keep players informed of our activities, I will do my best to summarise the current status of the Los Santos City Government.

Most players will now be aware of what a city government under our leadership is all about. We make use of the two state legislator spots we are granted to work with other legislators to bring about server wide changes that are driven by in-character motives. We also believe the city government's internal resources (licensing, public utilities, transportation, government contracts, welfare etc.) should be used to encourage roleplay and to help alleviate problems that are affecting players, such as the lack of affordable housing. By doing this, we've been able to create a number of opportunities for in-depth roleplay, whether it be striving to obtain a government contract, lobbying on votes in the legislature, attending committee hearings or interacting with faction members as they perform their governmental duties.

As we move into 2016, we will continue to place a strong emphasis on improving the city government's services (primarily by ensuring a high level of activity), working with players to help set-up additional roleplay initiatives (e.g. the docks) and pursuing our campaign promises (decriminalization of marijuana, civilian review, affordable housing and state planning). In addition, as a side aim, I will continue to work with players who are interested in developing political roleplay for the server.

Internally, there will be a minor reshuffle as a few members of the leadership/management will be departing from active roles in the faction. We will also be merging three bureaus - public relations/mayoral aide/government affairs - to create a streamlined bureau to assist me in achieving the aims that have been laid out.

The 2016 term will be aided by the fact that the vast majority of city government members are now familiar with how the faction operates. In the 2015 term, the first month was somewhat underwhelming as managing a forum, and indeed a faction as a whole, were not activities I (or many others) was well suited to. Now that the basic learning process is largely over, we can hit the ground running on day one.

We in SADOC High Command wish everyone had a great Christmas and a better New Years. Our faction, whilst not being the most visible of the legal factions, plays a vital role on LS-RP. In maintaining and upholding order in SACF, our faction facilitates one of LS-RPs most unique and diverse environments—prison.

Prison roleplay is, as I have just said, one of the most diverse environments on LS-RP. In no other place will you find law enforcement (DOC officers), medical (DOC medical officers), and criminal roleplay, all in one simple area. However, many new players find it hard to adjust to SACF, and find it to be too hard to grasp. While it may seem this way at first, it simply takes time to adjust. We have created manuals such as the Official Inmate Manual brought to you by one of our High Command members, Galen Hawkins. Even more guides can be found on LS-RP forums, and all provide substantive information on prison roleplay, and how you can fit in just right.

The SADOC is always in need of aspiring prison roleplayers to help keep SACF staffed with corrections officers that inmates can roleplay with all the time. Our faction's recruitment opens typically once or twice a month, and has a four-step academy process for those who wish to join:

People who pass all four stages are inducted into the faction as Correction Officer Is. The faction provides a healthy, friendly environment while having many experienced roleplayers to help not only people in the faction, but those who are new to SACF on the criminal side, fit into LS-RPs prison environment.

One unit of the DOC which we would like to bring attention to is the Medical Services Unit. MSU, led by Giovanni Poldilotta (Wildcat on LS-RP forums), provides all people within the sphere of SACF with proper and correct medical roleplay. Due to the harsh environment of SACF, and the many injuries that may be ascertained by those in it, MSU is authorized to perform almost all levels of front-line medical care, including Advanced Life Support and even surgeries. It is also possible for one to join DOC and work with MSU without being a correctional officer. The SADOC's Contract Worker Scheme allows those who wish to roleplay civilians to take several positions in SACF. These range from EMTs to Prison Chaplains to Psychiatrists. Recruitment for Medical Staff, whilst not officially open, may be done by contacting Giovanni Poldilotta (Wildcat), who can arrange for one to enter a civilian medical position in the department. It should be noted that all healthcare positions in the faction require the person interested to actually be in the faction (/invite).

While holding a big role in DOC, MSU is not all there is. DOC is, like SACF and prison roleplay in general, ripe with opportunities for various types of roleplay. We in DOC High Command hope you enjoyed reading this, and wish you luck if you plan on applying for our recruitment process.

San Andreas Sheriff's Department 2015 Faction Update

In February of 2015, a suggestion was approved by Lenny Wilde to add more faction boats around the map. Prior to the suggestion, there were only boats at Fern Ridge and Santa Maria Beach. The new locations allowed members to respond quicker to situations around the map, seeing how vast the county response calls could be.

In March of 2015, a shooting range was made by Eren to replace the one that was removed when he had made the new faction HQ. The faction also received some new Deputy Sheriff skins with a SA-MP update. Minor policies were changed at the end of April 2015 to allow for members to wear tattoo sleeves, rather than the class-a long sleeve uniform. A new role-play item, electronic ticket writers, were also added. The outlying precincts of the faction are in the works of being updated as well, with El Quebrados already completed as of April 2015, along with a Tactical Response Unit (TRU) Training Center, made in part by Gus, Goddess and Eren.

In May of 2015, high visibility traffic vests were added as well for all deputies to use as needed. The Tactical Response Unit (TRU) gave up a few of their vehicles, transforming the Air Support Unit (ASU) Command Helicopter, Alpha 3, to double as a tactical helicopter if necessary. Tracing was changed to make things more fair for criminals, and mobile data computer (MDC) laptops were added to the HPVs. A Q&A session was established by the Public Affairs Unit, giving people of the community a chance to ask their in-character based questions. Deputies were able to role-play the LVPD cruiser as both the Ford Police Interceptor at the end of the month, adding to the already role-played Ford Crown Victoria Police Interceptor. The Fort Carson Precinct, designed by Missi, was opened at the start of June. Vests were changed to where only certain units and Command Staff could wear them.

The Executive Staff hosted a Q&A for the faction members to ask questions on June 13th, to help clear up any confusions or concerns faction members had. The event lasted close to two hours with a lot of questions answered. At the middle of June, the Tactical Response Unit's name was changed to the Special Enforcement Bureau (SEB). The start of July of 2015, a notice was sent out about new departmental dash-cams. These tweaked slightly from old regulations, most noticeable making audio not constantly recording out of the cruiser. The same month, the Crime Suppression Unit closed and formed with the Special Enforcement Detail to become the Special Enforcement Bureau.

In August of 2015, a few internal codes were changed, dropping one altogether.
Female Sergeants regained external vests to better differentiate them. Cruiser colors changed to make supervisor units uniform color and tweaked the colors of the regular units. August 23rd, the Public Affairs Unit held an event called Splash Dash, which raced dinghy's in the waters near Las Venturas. The unique idea was brought up by Salem. On August 24th, the Palomino Creek Precinct, designed by Missi, was reopened. A few days later, new service pistol regulations were issued, along with permissions for the HPV/Sanchez, and the 'official' look of the in-character badge was posted, which was created by Salem.

During September of 2015, age regulations were implemented, requiring faction members to have their characters role-play a certain, realistic age for rank groups. The SASD website was briefly down for security before reopening with a new format. Mid-September, the PAU held a Paintball Event at Bayside on the main server, which had 16 teams against each other with country rifles and rubber-bullets, which were role-played to be paintball gear from an in-character perspective.

Throughout October of 2015, the colors of unmarked vehicles changed from all black and/or gray to give more of a variety. During the same month, age regulations were enforced, to ensure that deputies progressed with realistic ages through the ranks. Regulations regarding name changing in the faction were adjusted as well, to ensure deputies had time to develop new characters in ranks.

During November, adjustments were made for the faction's policies regarding taking tires based on the role-play and realism of taking them, and the long-used Deputy Sheriff Generalist blue "cadet" skin was officially removed from the faction use, along with the female "staff" skin.

In December, pay-grades were added for reference for role-play purposes. A boat was moved to Sherman Dam, and the marked cruisers for both the K-9 unit and State Traffic Unit were changed from dark blue and red, respectively, to match the colors of the rest of the cruisers. Two new positions were made for Captains, Head of Sergeants and Head of Staff Sergeants.

At various times throughout the year, most of the units made a lot of changes to start modernizing and updating their regulations and policies. The High Speed Interception Unit switched to only patrolling Highway and County, attending to calls in the city only when required. The Field Training Program was revamped to further ensure that new members are taught properly both from an in-character point of view and out-of-character. The Public Affairs Unit held several events and even opened a Community Center in Montgomery to aide role-play. The Department participated in events from other factions - a September 11th Event held by the Fire Department faction, where deputies were the Honor Guard, a boxing event held by the LSPD, and a large-scale blood drive where all departments participated and came in second place.

The year of 2015 has seen major changes, inclusive of respective faction leaders coming and going. We'd like to thank the community, staff team and everyone else who allows the faction to continue to be apart of the server.

During this year of 2015, the Los Santos Fire Department have gone through several ups and downs. We have gone through several reforms, including a complete revamp of the Hospital/Pre-Hospital sectors into two sectors and one sub-sector (more detail below). We've gone through a relatively consistent member-base throughout the year, and even inducted three Part-Time ranks into the faction--eventually adding a fourth. The year has been one of growth, one of great reform and betterment for the LSFD.


LSFD Rank Reform
This year the LSFD listened to outside thoughts on people asking to join the faction to be just a paramedic and not a firefighter. For five years, the LSFD has been a faction in which you either was a doctor or a firefighter/EMT. You could never choose to just be an EMT, and that was down to the fact we already had ranks occupied with doctor and firefighter ranks. Therefore a big decision was made after months of debating to change our whole ranking system and do a reform on the sectors which went live on 13th July 2015. The new system meant that people could join the faction and be an EMT, ranking up through the faction without having to touch any fire side but meant we had to lose most Physician script-wise ranks and keep them as just an IC rank for our new Hospital sub-sector, the new ranking system we have can be seen below:

Medical Licenses
In 2014, the LSFD stopped medical licenses in which it allowed people to become BLS/ILS trained as a civilian or PD/SD as well as removed the LPM (License to Practice Medicine) which meant people could act as private doctors in a way. This was due to the main reason of our UCP/Script system for licenses being bugged. We had no way to remove licenses or see who had what which caused a lot of problems. However thanks to Mmartin he managed to fix these bugs for us in 2015 and we got all of the licenses back out. This is something that improves the faction in two ways. One being that it means we have a very active licensing sub-department which of course creates RP for the faction. Secondly it benefited the Community as more people were medically trained and gave additional RP to people not in the LSFD. Part Time Jobs
The FD looked for more ways to integrate with the community better, which led us to Par-Time job openings. On April 22, the LSFD opened the idea of Part-Time ranks, offering the positions of Nurse, Psychologist, and Coroner. This was to create more roleplay in All Saints General Hospital, and create more work opportunities and encouragement for our Psychology and Coroner divisions. After serving in part time for two weeks, the individual has the opportunity to apply for Full-Time and partake in our academies, eventually being inducted into the LSFD as a Probationary Firefighter or First Responder based on sector choice.

In October of 2015, the LSFD have added a new Part Time rank--Child Support Worker, which also removed CPS from the Los Santos City Government completely. The rank has not been the most popular, which is perfectly understandable, however it offers a wider range of roleplay for or Child Support Services division.


LSFD Events Through the Year
Our Public Affairs Division have hosted and partaken in a wide variety of events this year. In early 2015, we hosted a Cancer Fundraiser at Stage 25, which seemed to have been a success. In May, the meteor strike hit, which obviously created some fancy roleplay for our HazMat Division and the FD in general, setting up triage at SACF, patrolling the city, etc. We've also hosted a blood drive with the SASD in the year, and a few months later, all of the Government factions participated in the Battle of the Badges, which was a competition to see what percentage of employees from each department donated blood, and the LSFD proudly won the competition with 50% (55/109 to be exact) employees participating.

In early November, the LSFD hosted one main event, which was our annual Open House. The event was relatively successful, drawing quite a bit of interest into the department from the community. We had fire demonstrations, parachute jumping, and quite a bit of fun overall in store for the people. In December, the FD hosted a camping trip for all Government departments, which was a huge success thanks to all the hard work from Deputy Commissioner Nick Apps. Second December event was a quiz for the LSFD Employees; it was based on knowledge from LSFD history to basic life support. Throughout 2016, the Public Affairs Department plan on hosting several more events, hopefully peaking interest in our faction.


Goals for the next two months
The LSFD have a wide variety of goals to better the faction in many different ways. Our main goal and focus will be to increase the ingame activity of the faction, to make ourselves more available to the public. Late this year especially we have been struggling to keep up, however we are confident we can get back up on our feet and continue to thrive. A similar goal related to this is to reach 100 full-time members in the faction. We have roughly 30 part-time staff, leaving us with about 70 full-time; we would love to pick that number up to 100. We also look forward to a possible Fire House being mapped in somewhere in Los Santos, which will only bring more interest and roleplay for the LSFD.

Another goal set in stone for January - February is to focus on our Child Protective Services division, which has been struggling lately. We plan on helping them in any way we can to increase their member base and availability ingame. One of our last goals for these next two months is to hold PAD Awareness events based on real medical awareness days world-wide. For example, World AIDS Day, or World Immunization Week--we plan on participating in events such as these coming soon.


How you can help
There are several ways in which you, the community of LSRP, can help the LSFD out. One of the main ways you can help us is by trying the faction out. Even if you don't think you're the best at medical RP, or roleplay in general, just try it out; it won't hurt anyone if you apply for the faction. As mainstream as it sounds, we are in need of members--so "Become a hero, become a lifesaver, become an LS firefighter today!"

The second way the community can help out the LSFD is to roleplay. Simply roleplay those car accidents you get into, don't just skip; you can come into the hospital and RP getting a physical exam, or apply for medical licensing and roleplay EMT-I training with our Medical Licensing Division. You can even create a new child character and roleplay with our Child Protective Services; just simply roleplay, the FD has more than just gun shot wounds to deal with, so help us make the community a more diverse, fun place by simply doing a wide variety of RP.

With the year of 2015 coming to a close, we would like to take this opportunity to reflect on how far this Police Department has advanced this year, in every aspect. It is impossible not to identify a significant implementation to any of the divisions this year, and the same goes for the department as a whole. From us linearizing and perfecting our report complaint system, to new Office of Operations patrol layouts, to new building interiors, we have certainly established this year as both excellent and fruitful for the department in terms of change.

A few significant changes this month for the LSPD include set activity requirements for faction members, to ensure that all are faction slots are being fairly used. Along with regulations on setting the plate of police vehicles to maintain our professional image across the whole Department. This was dictated at our recent Command Staff meeting, which is a monthly event.

Our ability to implement beneficial changes starts with the dedicated officers who seek to improve our great department, to make it even better than it already is, to perfect it. Without these dedicated people in our high ranks, we would not be the phenomenal agency we are today. Thank you to those who go out of their way, spending the extra hour to go the extra mile, putting their time aside to ensure that this is the best government agency in San Andreas. Your efforts cannot be praised enough.

I find it sad that you have to put an update like that. All of that should be common sense, but good work and atleast it's written in stone now.

Could you make the 'taking tires' bit read 'a felony (except Evading)' because otherwise people are just going to be idiots and claim that because Evading is a felony, they can take tyres- when this is clearly not the idea of the rule at all otherwise there would literally be no point in writing that.
