In order to clean up the forums and generally decrease confusion regarding all of the Faction related rules, we as Faction Management decided to create a new topic, merging every faction rule related topic into it. This topic will include everything you need to know about the Rules of Engagement, PKing detectives and faction shutdowns both for the legal and illegal side.

As time passes, some of the rules will be updated and some rules might even be added. You'll notice that some of the rules of engagement were lightly modified to encourage realism in attacks and factions a decent chance to actually RP rather then go on an endless DM crusade.

Killing Detectives

If an illegal faction that is being investigated on finds out about the ongoing investigations as well as the detective behind them in character and then kills the detective as a result, the killed character may not be used to continue investigations on the illegal faction in question for one month. The detective's knowledge/memory of the illegal faction is fully wiped as well (PK). The player whose detective character was killed may not use a different character to continue said investigations during the given month.

For a detective kill to be valid, these guidelines must be followed by the killing party:
  • The illegal faction executing the kill must ask for permission from Head of Factions beforehand and provide proof and details backed up with screenshots of how they got to know that the detective being killed was investigating their group in character. If they were told by a non-faction member in character, that person will also have to deliver proof of how he/she received that information. Gathered proof has to be forwarded to the Head of Factions for review if the killed detective requests it.
    If no proof showing that the faction found out about the detective in question being onto them in character is given OR the faction didn't actually know the detective they went after was investigating on them in character, the permanent PK doesn't apply and he/she may resume working on the casefile right away.

    1. Introduction
    • Official factions are a perk given to factions who have excelled in their daily activities, gaining enough of FM's trust to be given bonuses which unofficial factions don't have - this may include but isn't limited to: Drugdens, weapon warehouses, faction HQ's, blackmarkets, chopshops and so...

      However, official status, as solid as it may be does not last forever. The most common case of official status termination is via casefile, which is what we'll be explaining in this topic. A casefile is basically a very large document including enough proof in it to legally take down a faction - arresting most of its members based on proof which was gathered ICly by either PD or SD (Or both) and approved by faction management to assure the quality of the casefile.

      Faction shutdowns hold a very heavy weight for both PD/SD and illegal factions on the server, which is why we have guidelines on how to possibly avoid an early faction shutdown and how to make the faction shutdown fair for illegal factions, so we're covering both sides of the shutdown in this topic.

    2. Legal faction information


    2.1. [Legal factions] - Prior to Faction Shut Down Attempt
    • Relevant In Character Evidence/Information - Enough information and evidence must have been gathered against the faction that the LSPD and/or SASD wish to attempt shutting down before requesting approval for the attempt start. The way this information is considered relevant for the approval depends on the circumstances, such as the way the faction in question operates and how it's structured.

      In order to keep things realistic and fun at the same time, the weight of being stopped for speeding, for example will be much lower than the weight of being arrested for kidnapping someone, so the casefile won't consist of small-violations - it'll consist of heavy violations as well.
    • Out of Character 'Proof' for Evidence/Information - All information (evidence, names of members, etc) gathered by the LSPD and/or SASD require an out of character attachment written in double brackets with information on how, when and by whom it was gathered. Everything will now be documented OOCly which means that we'll no longer be accepting the "witnessed by another LEO" statement. If you want to use something against a certain faction, regardless to what it is - note it down.

      If an informant who isn't part of PD/SD provided information on members of an illegal faction and/or crimes done by them, the name of the informant has to be included OOC together with screenshots of full conversations with them. In addition, the person has to be asked how he/she found out about the information and he/she has to provide screenshots (or similar) proving he/she actually received the information if deemed necessary. If the evidence doesn't add up or the IC reason of the snitch going against the questioned faction isn't good enough - the informant's part in the casefile will be terminated due to possible OOC motives.

      Information that does not add up or is otherwise random without the aforementioned guidelines being fulfilled are not being paid attention to when a faction shut down attempt is requested and reviewed by faction management leadership. Any evidence that does not have OOC proof backing it up won't be accepted as well from now on, so keep that in mind.
    • Requesting Approval - Once PD/SD feel that they gathered enough evidence against a particular faction, backed up by the requirements mentioned above - they can request a faction takedown attempt from the head of factions. It is extremely important to include ALL available information and evidence in the casefile as approval will be mostly given based on how well the casefile was writen. It's absolutely mandatory for the PM to include the names of the majority of the faction with their charges, regardless to any other additions you might have.

      After forwarding a request, it might take Faction Management more than a couple of days to go over the casefile, add things up and so... So you'll have to wait patiently until an answer is given. You may not take action against the faction without approval, even if you're fully organized IG and ready for everything ICly. It's a bit depressing, I know - but it's one of our top priorities as well, so we won't leave you hanging.
    • Individual Faction Member Take Outs - This is something I feel was very neglected, so I'm bringing it back on the table because it's a really nice tool for PD/SD to have. An individual faction member can be taken out for any amount of time ranging from one day to a couple of weeks by PD/SD if the following conditions are preserved:

      1. The faction member has a decent amount of IC evidence against him, backed up by screenshots, videos and any sort of OOC proof.

      2. There's a good IC reason to take down the member in question, for example: "He's about to kill someone and we need to stop it right away", "He's running the drug ring and we want to slow down drug distribution in the are", etc...

      3. The faction member is an insider of the faction from an IC PD/SD perspective. If PD/SD belive that he's in the faction's inner ring, or above - they can take him in. We're not going to metagame /invite's so associates might get taken down by accident, which can happen and is fair - but it's generally meant for faction insiders so you should consider these take outs carefully.

      A faction member will be considered as "taken out" if he's either arrested by PD/SD during the approved take out attempt or killed by them during the attempt - either way, the member won't be able to RP with his faction for anything ranging from a few days to a couple of weeks, depending on what Faction Management decides. If the player is arrested he may keep RPing in prison but shouldn't discuss any faction related matters with any prisoners. If a member is killed he'll have to RP something else or go on another char in the meantime.

2.2. [Legal factions] - During Faction Shut Down Attempt
  • Breach of Regulations/Guidelines - If the police faction behind the faction shut down attempt violates a regulation/guideline that affects the ongoing attempt the attempt is declared unsuccessful and a new faction shut down attempt request may not be forwarded for a period of time defined by the Head of Factions based on the seriousness of the violation.

    The period of time will purely depend on the breach, as some breaches might be much less serious than others - in some minor cases, the breach might be so small that it won't effect the casefile at all, in other cases it might delay the shutdown attempt for months, so keep that in mind.

    Any breach of regulations forwarded to the head of factions must have OOC evidence behind it. We won't be accepting logs or your word for it, you'll need to have a solid bundle of OOC evidence which clearly shows us how the police faction violated our regulations.
  • Succeeding an Attempt - The main task of police factions during ongoing faction shut down attempts is to imprison suspects for outstanding, major charges that are relevant to the faction (see 'Relevant In Character Evidence/Information' under 'Prior to Faction Shut Down Attempt') in order to cripple the faction from an in character point of view. However, other actions against the faction that shut down its activities in some way in character such as shutting down a weapon or drug storage (weapon factory/drug store) are relevant as well, depending on the type of faction.

    To assure that a faction takedown doesn't revolve around taking out a small amount of random members which doesn't really cripple the faction, the head of factions will decide when a takedown is successful based on how many members were taken out and their ranks - if for example most lower ranked members, which is what the faction mostly consists of were arrested yet no medium/high ranked members were arrested, for example, the faction shutdown won't be successful despite 60 percent of the faction or so being arrest, this because the management which is the core of the faction still exists and recruiting new people isn't that hard.

    On the other hand, if most of the faction's leadership is arrested including some of the lower ranked members, the attempt may be considered sucessful, despite only 40-45 percent of the faction being arrested - this because the structure has collapsed after the leaders and middle-management of the faction were taken out.

    So, a faction takedown will be declared as successful by the head of factions once a faction is crippled enough to be taken out, which might be numbers in some cases but will mostly depend on how important the people who were taken out were.

    *Note: The main ways to be taken out during a shutdown attempt are: Going inactive, being arrested by PD/SD, dying while PD/SD attempt to arrest you, leaving the faction or making a deal with PD/SD, becoming an informant or whatever they see fit.

3. Illegal faction information


3.1. [Illegal factions] - Prior to Faction Shut Down Attempt
  • Killing Detectives - The illegal faction executing the kill must ask for permission from Head of Factions beforehand and provide proof and details backed up with screenshots of how they got to know that the detective being killed was investigating their group in character.   • Faction Roster - Leaders of all factions whether unofficial or official are expected to keep track of all their members at all times. For this, seperating between outsiders who are not inducted in to the activities of the faction and insiders who are inducted in to the activities of the faction is important as in the usual case, only inducted members of factions are relevant for faction shut down attempts.

    Official factions MUST have all their insiders invited to their faction OOC (via /invite) at all times, regardless of their rank or position. Both, unofficial and official factions must be able to provide an up to date member roster of their faction upon request of the Head of Factions or a selected member of the LS-RP Factions Management team chosen by the Head of Factions.

    If you're having problems determining who should be an insider and who shouldn't based on your factions' ranks you can PM any faction Management mebmer and we'll sort it out with you. Don't be afraid to approach FM regarding your insiders and who should or shouldn't be one because we're here to help you sort that kind of stuff out - especially when you're new and still developing.

3.2. [Illegal factions] - During Faction Shut Down Attempt
  • When a faction shut down attempt request was approved and the LSPD and/or SASD forwarded the in-game and forum name of the current leader of the illegal faction in question, the Head of Factions contacts the faction leader and requests an up to date member roster that shows all current faction insiders (see 'Faction Roster' under 'Prior to Faction Shut Down Attempt').

    For faction shut down attempts each player in the faction that is being worked against may only have one active character on the forwarded faction's member roster. Additional characters of the same player in the faction may not be on the forwarded faction member roster! The roster is being double checked by the Head of Factions to ensure each character is 'owned' by a seperate player.

    Should the forwarded faction member roster include more than one character for specific players, all characters of that player on the roster will be classed as 'taken out' which is equal to arrested or killed by the LSPD/SASD in regards to the ongoing faction shut down attempt. Inactive members who are not invited in-game are merely removed and excluded as leaders can't always see whether a member is currently active or not; inactive members who are invited but on the list are counted as taken out.

    The faction roster may NOT be updating during the shutdown - meaning that people cannot be added to the roster even if you decide to promote them - the roster stays static for the 14 shutdown attempt days and anyone who isn't included in it won't be part of the shutdown nor will be able to help out from an inside perspective.

4.[Legal/illegal factions] - Aftermath of Faction Shut Down Attempt
  • Unsuccessful Attempt - If a faction shut down attempt was unsuccessful, the LSPD/SASD may not request attempting to shut down the same faction for anything ranging from a month to a few months depending on how many members were taken out and the head of faction's decision - if the shutdown was a complete failure the faction will have a few months to re-build itself, if the attempt was almost successful we'll give them a month, so that the amount of time is fair for both sides depending on how well the attempt went. Members of the faction that still have outstanding charges in relation to the previous attempt may still be arrested, however, they are then counted as normal arrests. Members that were taken out* during the attempt may be used again after 3 days, if an attempt was declared unsuccessful.
  • Succeeding an Attempt - If a faction attempt was successful, factions (official and unofficial) forcefully cease to exist for 4 weeks with official factions also losing their official status. During that amount of time the characters that were taken out during the attempt may not be used freely (see below) and the faction may not continue operating as the faction they were operating as prior to the success of the attempt.

    If a character was taken out via kill, via inactivity or via 'leaving state' method it may not be used until the shut down time is up. If a character was taken out via arrest it may only be used inside Los Santos Prison until the shut down time is up. Once the time is up taken out characters may be used freely again and the faction may 'restart' as the faction they were prior to the successful attempt if its leadership wishes to.

Updated with the new regulations regarding faction shutdowns. If you're somehow involved in faction shutdowns regardless to being illegal or legal - read it.
