San Andreas Correctional Facility
No-Fly-Zone Act



Definitions:
    • No-Fly-Zone - An area over which aircraft are not permitted to fly unless authorized (see exceptions).
    • Aircraft - Any vehicle that is capable of sustained controlled flight, including but not limited to Gliders, Helicopters and aeroplanes.
    • Correctional Staff - Any personnel under the employment of the San Andreas Department of Corrections.
    • Law Enforcement officer - Any personnel under the employment of the Los Santos Police Department, San Andreas Sheriffs Department or a Federal Agency otherwise holding public authority.
    • United States Military personnel - Any personnel under the employment of the United States Armed Forces, regardless of the military branch employed in.
    • Civilian - Any person who is not under the employment of a government agency and is not incarcerated.



Acknowledging that the San Andreas Correctional Facility, located in Bone County, San Andreas, is currently the only correctional facility operating in San Andreas.

Acknowledging that the San Andreas Correctional Facility is operated by the San Andreas Department of Corrections and those that she has under her employment.

Recognizing that those incarcerated in San Andreas Correctional Facility have been charged with crimes of serious nature, including but not limited to murder, assault and rape.

Recognizing that those incarcerated in San Andreas Correctional Facility will go to great lengths to achieve their freedom, in some cases by all means necessary even if this includes loss of life of other beings.

Also recognizing that those incarcerated in San Andreas Correctional Facility achieve power inside the facility by controlling contraband smuggle, which includes but is not limited to narcotics, pornography and materials for the creation of lethal weapons.

Appalled by the creativity of those incarcerated to smuggle the aforementioned items into the Correctional Facility.

Motivated to prevent such smuggling from taking place, putting those who control this in a position of power and harming those incarcerated with no ties to these activities and staff employed by the San Andreas Department of Correction.

Recognizing that aircraft are means of which contraband smuggle can be conducted in the form of a flying drop, as well as used as a means to bail a person from incarceration in the Correctional Facility.

Organizing the creation of a No-Fly-Zone over and around the San Andreas Correctional Facility that prohibits aircraft from approaching, flying over, loitering or landing at the Facility by law with the exception of;
    • Rotor and Fixed Wing Aircraft Operated by the San Andreas Department of Corrections.
    • Rotor and Fixed Wing Aircraft Operated by the Los Santos Police Department.
    • Rotor and Fixed Wing Aircraft Operated by the San Andreas Sheriffs Department.
    • Rotor and Fixed Wing Aircraft Operated by the Los Santos Fire Department.
    • Rotor and Fixed Wing Aircraft Operated by the Los Santos Government.
    • Rotor and Fixed Wing Aircraft Operated by the US Army, US Navy, US Air Force, US Marine Corps, the San Andreas (Air) National Guard and agencies working under the Federal Government of the United States of America.

Recognizing the following image to serve as a guideline to the area encompassed by the No-Fly-Zone.

Declaring that any attempt by unauthorized aircraft to approach, fly over, loiter or land at the Facility will receive a verbal warning and will subsequently, should the operator of the aircraft not heed the warnings, be submitted to the employment of lethal force by Correctional Staff, Law Enforcement officers, or United States Military personnel on the suspicion of aiding in an escape attempt or smuggling.

Understanding a civilian's desire to visit incarcerated acquaintances, friends or family members and utilizing the transportation they see fit.

Recognizing that these civilians might be in possession of an aircraft capable of transporting them to the Facility to conduct a visit.

Hereby forbidding the use of aircraft as a means of transport to San Andreas Correctional Facility unless under the employment and operation of one of the aforementioned exceptions.

This act hereby authorizes the creation of a No-Fly-Zone over and around the San Andreas Correctional Facility under the regulations declared above and is to be enforced by the Correctional Staff, Law Enforcement, and Military in the state of San Andreas.
