City Council Resolution 001-IL
This resolution may be cited as the "Municipal Administration Act of 2012"
Principal Author: Councilman Dominick Fontana


PREAMBLE:

  • Whereas the current organization of the Executive Office of the City of Los Santos, with respect to municipal departments and their responsibilities other than the municipal departments of Police and Fire, is not clearly defined by written law and has created unnecessary confusion and inefficiency within the Executive Office of the City of Los Santos,

SECTION 1:

  • We, the City Council of Los Santos, hereby establish a Department of Administrative Services within the Executive Office of the City of Los Santos, to be administered by a Director of Administrative Services who is to be appointed by the Mayor of Los Santos, that will have authority over any fee, tax, toll or related collection, have authority to authorize contracts on behalf of the City of Los Santos, be responsible for the registration of business enterprises within the City of Los Santos, be responsible for compiling and maintaining relevant information on the citizens of Los Santos gained from a census, poll, or any kind related action, and have authority over any educational, or community outreach program operated by the Executive Office of the City of Los Santos.

SECTION 2:

  • We, the City Council of Los Santos, hereby establish a Department of Public Works, to be administered by a Director of Public Works who is to be appointed by the Mayor of Los Santos, that will be responsible for the construction, renovation, operation, maintenance and insuring the cleanliness of the facilities and infrastructure of the City of Los Santos, and will have the authority to contract these responsibilities to third-party business enterprises on behalf of the City of Los Santos.

SECTION 3:

  • We, the City Council hereby establish a Department of Emergency Management, to be administered by a Director of Emergency Management who is to be appointed by the Mayor of Los Santos, that will be responsible for the coordination of the City's emergency planning, training, response, and recovery efforts of major disasters such as fires, floods, earthquakes, acts of terrorism; and for major planned events in the city that require involvement by multiple City departments.

SECTION 4:

  • We, the City Council of Los Santos, hereby establish a Department of Transportation, to be administered by a Director of Transportation who is to be appointed by the Mayor of Los Santos, that will be responsible for the purchase, construction, renovation, operation and maintenance of any infrastructure, facility, vehicle, or item to be used by the people of Los Santos for the purpose of transportation, and that will have the authority to contract these responsibilities to third-party business enterprises on behalf of the City of Los Santos.

SECTION 5:

  • We, the City Council of Los Santos, hereby establish an Office of the Mayor within the Executive Office of the City of Los Santos that is to be chaired by the Mayor of Los Santos and which will have supreme authority over all departments in the City of Los Santos other than the departments of Police and Fire, of which it will have no direct authority over.

This act is good enough to proceed to a Law and I support this, although I am not a Mayor/Senator.
