Additions:
	- /flock to (un)lock doors added with the furniture system — useful if it's next to the actual building entrance.
Changes:
	- Properties that are up to auction are now unlocked by default on server start
	- Reverted to the old report system in effort to rule out causes of lag
Fixes:
	- Business bareswitch not saving across server restart
	- Standalone garage furniture not loading on server start

Additions:
	- Added a /togsacf command for the Department Of Corrections which allows them to enable / disable prison related messages (e.g. cell assignment, gate status updates).
	- /glock as an alternative command for locking/unlocking your garage.
Changes:
	- Police Rangers can now have a siren on them.
	- The Department Of Corrections are now notified when a player releases themself from prison.
	- The Los Santos Fire Department can now make use of the /roadblock command.
	- Nitesticks can now be taken from law faction vehicles.
	- Fire Extinguishers can now be taken from law faction vehicles.
	- Players who cannot type in a faction chat can no longer view the messages being sent to it.
	- A gurney can now be deployed through /roadblock.
	- Added a gas mask to /buy for legal factions.
	- The Los Santos Fire Department no longer have to pay toll fees when on duty.
Fixes:
	- You can no longer /invite a player that's already in a faction.

	[+] The ability for the Los Santos Fire Department to prescribe drugs [Davis]
        [+] A new animation: /dive
        [+] A /passgun command that allows for the seamless passing of weapons between players.
        [+] A /doorcheck command that allows players to determine whether a door is unlocked or not without having to do /enter.status updates).

Changes:
	[~] Revisions to the weapon package system: 
             -> [~] A player no longer requires any specific job to unpackage a weapon.
             -> [~] A weapon can be unpackaged in a property OR in a business OR at the trunk of a vehicle OR any other location given they have a sports bag equipped.
             -> [+] Rifles will take ten seconds to unpackage, sub-machine guns and shotguns will take five seconds to unpackage, and any other weapon will take three seconds to unpackage. You must stay still for the duration of the unpackaging process,
and in addition to this you will have an emote above your head the whole time to indicate what you're doing.
         [~] Revisions to the time system: 
              -> [~] The in-game time-of-day will now be far more reflective of that seen in a west coast state in the USA.
