That's correct. If a rank does not have permission to write in /f (e.g. Deputy Sheriff Recruit), then they're unable to see any messages sent on the chat either.

Is there an estimated server time as to when this goes into effect tomorrow?

It means that you can deploy a gurney the same way you do with the roadblock elements, so the gurney will be visible which gives you an opportunity for a better RP
