I. Background
After communism was destroyed, there was an economic and social void - this was obviously a perfect opportunity for the already established Russian Mafia to step in and take over by providing jobs and a means of income for all the young men in Moscow, Kiev, and Saint Petersburg who were severely impacted by the fall of the Soviet Union. More so, joining the mob became an easy way of getting cash for many ex-KGB vets from the Afghan War who came home to a communist free Russia.

In the late 1980’s the Russian Mafia started to stretch its grip out towards Europe and America, with notable communities and operations set up in Israel, Paris, London, the infamous Brighton Beach in Brooklyn (which most people think of when they refer to the Russian Mafia in America), along with areas of New Jersey, Philadelphia, California and Florida, the Russian mafia is already deeply entrenched in the United States (especially Brighton Beach, Miami, San Francisco, Los Angeles, Las Vegas, and Denver) and overseas (in far-flung cities like Moscow, Hong Kong, Bangkok, Bogota, and Toronto) Louis Freeh, head of the American Federal Bureau of Investigation (FBI), said recently the Russian mafia was the greatest threat to US national security although he later withdrew this comment..

“Italian organized crime in America is a pimple on a horse’s ass compared with Russian organized crime in America—and globally,” says Robert I. Friedman, author of a new book on the Russian Mafia. Early on, in 1989, the octopus began reaching its tentacles outwards across Europe and America. Russian emigrate communities in New York's Brighton Beach district, in Israel, Paris and London were seeded with mafia spawn.

In St Petersburg, the underworld is beginning to be dominated by the Tambov syndicate, based in the eponymous town 200 miles (330km) from Moscow and headed by Vladimir Gavrilenkov. Chechens and Georgians, like Sicilians and Neapolitans, have played a disproportionately large role in the underworld. The largest Chechen mafia is the Obshina, who have made much of their money from bank robberies, kidnapping and white collar crime.

II. Strelnikovskaya Organizovanaja Pristupnaja Gruppirovka
Strelnikovskya Banda was originally started by Viktor “Strela” Strelnikov, former member of the Tambov gang and Boris Nekrasov who was under Strela in the Tambov gang as well as his cousin. The duo left St. Petersburg for unknown reasons, leaving everything including cars, bank accounts and apartments behind.

In early 2015, the duo started recruiting local hoodlums for small time criminal activities. Recruitment was mostly done around the Market Area, specifically around the local complex, which was generally known for its poor quality at the time. As time passed, Boris started working closely with some of the hoodlums- most noticeably Kirill “Akula” Akulov and Vladimir Avdeev.

As time passed, both Akula and Vladimir started recruiting their own hoodlums, leaving enough time for Boris and Strela to start establishing large scale connections between the local organizations.

The most noticeable connection was with local businessman and club owner Valery Lyovkin who later on became Strela’s full time business partner. The club- “Gavanna”, became a hangout spot for the banda and its hoodlums started gaining minor positions within the club’s management- such as guards. Strela himself became a partner within the club, earning a percentage of all income.

As time passed, the Banda started becoming more organized, increasing in numbers with every passing day. Seeing the fast growth of the organization, Boris and Strela have decided to start establishing ground rules for the “organization”, making sure everyone who’s truth-worthy enough to be around them follows each and every rule. The rules were based on common sense at the time, mostly making sure the heads of the organization don’t get arrested and the members don’t get killed.

After establishing the ground rules, it was decided that stepping up the lifestyle was the next step. More respectable hoodlums such as Akula became crew leaders- turning most of their hoodlums into “boyeviki” which was a permanent position within the organization. All of the Boyeviki went from robbing people in alleys in dirty tracksuits to establishing large-scale deals with various organizations in decent looking cars and clothes.

With a lack of cheap labor after the former hoodlums’ “promotion”, Viktor and Boris had to come up with a way to recruit more youth to carry out low-level tasks which required a certain degree of risk which Boyeviki could not afford. The decision was eventually to start up a company which would help fresh immigrants come to Los Santos as well as give them a place to stay and a job in return for a certain percentage of what they earn. Whoever was worthy enough was taken in by one of the Boyeviki as a hoodlum, earning a bit more than the rest of the immigrants who were simply working for clean profit for the Banda.

Around the time the RIA was being set up- two major events happened. The first event being that the Banda was no longer seen as a gang both by locals and the members themselves. It was clear that the group was heading towards being an Organized Crime Group. Whether it was their hierarchy, local status or criminal activities, all aspects pointed at being an OPG.

The second major event was Boris partnering up with local Russian Brigada leader Dmitry Noskov in order to get the RIA (Russian Immigration Association) going faster. At the time Dmitry was running his own group on the other side of town and the two groups had no connection except for Dmitry working with Boris on the company. Eventually Dmitry was introduced to Viktor and things started moving faster.

As the RIA was set, people started to visit Strela in his office regarding a place to stay and a job. The people were generally poor Russian immigrants, some of which had to sleep in their cars. Jobless, aggressive and depressed by the life quality in America, the immigrants were quickly recruited by Akula’s people, becoming the new generation of hoodlums around the Complex.

As time passed, Akula has started recruiting most, if not all Boyeviki in Strelnikov’s OPG, becoming somewhat of a Brigadier within the organization, managing all of its employees for Boris and Strela. Although Akula was a very trustworthy person, Strela wanted there to be at-least two of these crew leaders in his organization, to assure both balance and protection within it. The only logical move at the time was recruiting Dmitry Noskov into the organization to balance things out, the question was- how?

Boris and Strela decided to try to convince Noskov to work for them, claiming it will benefit both organizations as well as the RIA to combine forces. After a few weeks in which both Boris and Strela tried to convince Dmitry to join them, Dmitry finally agreed upon the official launch of the RIA’s site, wrapping up the creation of the RIA as a whole.

It is rumored that Strelnikovskaya OPG’s inducted members are trying to move out of Market, leaving it for the hoodlums and RIA recruitment only. It is assumed that the OPG will be moving to an area with higher life quality, establishing a new base of operations there.

III. Strelnikovskaya Bratva
Shortly after Dmitry Noskov and his employees were invited into Strelnikov's organization, Strelnikov felt his organization was big enough to start venturing into a different path- one which would provide him with lots of support and respect from other Russian communities of the same kind. The next step was very clean- becoming a bratva was practically mandatory for Viktor.

The only problem was that all of his former hoodlums weren't educated when it came to the traditions and customs of being a vor. Viktor was also afraid that he didn't have enough manpower to impress other organization heads, even though the amount was impressive compared to the city's size. After a few brief discussions, Viktor decided to recruit some of the local hoodlums from the Hebrew side of the RIA, moving them under Vladimir Avdeev who was also a Jew himself.

With the massive increase in popularity, Strelnikov's OPG started moving into new fields, mostly focusing on things like weapon distribution, extortion and fraud. It was obvious that people in Strelnikov's organization could not live among the immigrants and street-trash who work for them, forcing most if not all members of the organization to move to Vinewood.

The RIA was later on transfed to Valery Lyovkin- a businessman who has been working with Strelnikov since the begining of his organization. Valera decided to completely rebuild the complex which the RIA operates from by fixing up most of it into a luxurious level, including a new design and a gym instead of a rusty basement where immigrants used to hang out.

Most immigrants were hanging out near the complex due to force of habbit but were forced to move out. This resulted in one of the local bars in Temple becoming the new hangout spot for the organization. Even though the immigrants were treated worse than ever, their income has slightly increased due to the RIA's raise in the stock market, letting Valery go a bit loose with the payments to please the employees.

During late May, 2015, Viktor has finally gained the trust of two well known Vori - Eldar Bogdanovich and Alexander Shapkunov. The duo suggested that Viktor would see Valentin Zubov, former leader of the Zubovskaya Bratva regarding becoming a vor himself. Zubov, being one of the most respectable figures in the US agreed to see Viktor, seeing as Los Santos was lacking a Russian organization in control.

Viktor was surprised that being a Vor no longer required you to be inside a cell, much less tattoos and that kind of thing, although Strela did go through a 9 year sentence, so he wasn't new to the concept. Strelnikov was inducted into the circle, agreeing to place more money in the Obschak. After the transfer, Strela and his senior members had a new goal - take the street trash and reform them through the special set of rules Vori had.

Some of the old rules didn't apply anymore due to being completely outdated but the basic rules were still there and anyone who failed to follow these rules was executed and that includes everyone - one of Strela's lieutenants was killed by Akula, another lieutenant for breaking one of this rules. Everyone else in the organization took this as a slap to the face, starting to take the rules much more seriously.

So now that the rules were establish, along with a fitting heirarchy it was time to claim better land - getting out of the poor RIA complex. One of the lieutenants took a piece of Western Los Santos, taking over a few flatblocks while the other lieutenant re-opened the RIA around East Los Santos' beach. Both crews were operating seperately, co-operating only when completely necessary or when Strela forced them to. While the crews were busy populating new areas Strela was opening a series of businesses with his men. Among his businsses were: a bar located in Western Los Santos, along with a gym around the corner. A restuarant in East Los Santos and a garage which was only managed by the Russians.

After everything was established, all of Strelnikov's captains sat down for a short meeting in their new restuarant, being more of a diner really. They were discussing the possibility of completely taking over East Beach by moving the Western crew over. In order to replace their territorial loss, they agreed to keep their businesses at the docks which was a large industrial area, while keeping the RIA as well as the city-related businesses in East Beach.

IV. Identifications
Taftoos spell out lives of crime and establish the hierarchy of inmates. According to Bronnikov, at the top of the hierarchy are "pakhans" or organized crime bosses. The pakhans use the second level of the echelon known as the "authorities," (also known as enforcers, fighters, or soldiers) to carry out their orders. The "men" are the hard laborers and are the third level in the hierarchy. The lowest category are the "outcasts." These individuals are basically slaves to the upper levels of the echelon.

The tattoos present a picture of the inmate's criminal history. According to Bronnikov, "Tattoos are like a passport, a biography, a uniform with medals. They reflect the convict's interests, his outlook on life, his world view." A prisoner with an incorrect or unauthorized tattoo could be punished or killed by fellow inmates. Law Enforcement agencies in California and the United States can expect to see more of these tattoos as the Russian criminal element surfaces. The tattoos may be of assistance in determining the subject's criminal background and activity.
