Volgogradskaya OPG (in English - Volgograds Organized Crime Group) was originally founded in the Lubyanka prison, Moscow, by a small band of Russian criminals. Many of these criminals were already aware of the lucrative black markets of Los Santos from both word of mouth and previous experiences with their Russian comrades. When the leader of the organization was incarcerated on his return to Russia, analysts predicted the fall of one of Russia's most prominent criminal organizations. The organization was in tatters, people who were once considered loyalists fled to rivals and those who remained were far from seasoned criminals
A few years went by and gradually former members started to be released from prison. Crime experts say that June 2013 was a pivotal point in the revitalization of the Russian mob. Between thirty and forty important figures, both former and current members, were released that month. Speculation quickly became worldwide concern when two of these individuals, both incredibly influential in the organization, seemingly disappeared. Rumors became ripe when there was talk of a siting of the duo in Los Santos in Autumn 2013.
Within weeks of the siting there was major unrest in the previously untested criminal underbelly of Los Santos. The duo did not yet have the means to cause shock waves throughout the most lucrative illicit industries, notably the trafficking of narcotics and firearms. Instead they opened a legit business, now rumored to be a front for activities currently unknown to the investigative departments inside the city.

Months had passed and the OPG started to become eager to get back on track with their illegal side of the organization. The heroin market has always attracted the OPG, so they made the decision to start supplying street gangs with it. The OPG invested in a small property in order to continue their distribution of heroin, they maintained their distribution on a low key. The property remained in use and worked as the base of their operation. After a few weeks of supplying heroin to street dealers they noticed how easy it was to earn money on it. That made them a little bit curious about buying other powerful drugs to supply. They did it and the plan became successful. They started to gather up their people and set up several meetings with different allies and connections, they wanted to get informed about the current situation in Los Santos. They also had a sit down, only the higher tier of the crew were to attend. They discussed the current status of the OPG and its future, as well as who were going to control what.
There was a new era incoming and the elders of the organization was aware of this, they sent out word and began to discuss upcoming changes. One of many ideas which came up was to create a new way of legal income, yes an ordinary company. Times were tough and the law were always on their heels, that's why they wanted to get more or organized than ever. Creating a fully legal company as a cover and a way to generate money legally on paper was perfect, under the circumstances.
About ten years earlier, a young Vladimir Korneyev used to work within a dock back in Magadan, it was miserable condition and the wage wasn't something to brag about. Vladimir knew very well that there were other ways to obtain money, at this time Russia was in a vulnerable situation politically and the whole country suffered from unemployment. Vladimir didn't take any chances, he continued working at the local dock though he was an ambitious man. The crime rates in Magadan was low, many people Vladimir knew had turned to the criminal life. It was only a matter of time until Vladimir got drawn to it as well. He started working with Valeriy Zinchenko a childhood friend who had a passion for exotic cigarettes. Toll rates were higher than ever and with Vladimir's access to the shipping logs they were like pees and pods. With Valeriy's in charge of the importation all Vladimir had to do was to access the shipping logs and change a few numbers, making the cigarettes appear as scrap metal from India.

Everything kept going as planned from the beginning. The organization got themselves the reputation they wanted. As the associates of the organization began to work harder than ever and because of that the higher tiers of the organization could focus on more important stuff, like meetings with their allies and importing weaponry from their connection outside Los Santos.
The higher ranks started importing illegal substances from places like Colombia and other states of USA. The high ranks then supplied the lower ranks in the organization who in their turn distributes it out onto the streets of Los Santos. People started going crazy for the substances the OPG were distributing. Though they also had a couple of set backs..
A couple of gang-bangers ended up robbing one of the associates, stripping him on his product (cocaine). They made it out of the deal with 126 grams of cocaine with an estimated street value of 63,000 USD. What they didn't know was that the associate had people behind him in situations like this, the associate reported back to the elders. It was his fuck up so he got put on the task to dig deeper. Several days after the incident he finally had gathered enough information on the robbers, he reported to his elders and they spread out the word to the organization that there was a price on the robbers heads.
Due to this event the heads of the organization called in the whole organization to a sit down. Since it was an urgent situation the leaders made sure that history would never repeat itself, this was a major setback since the cocaine was never found. Though mistakes only makes you stronger, the associate who got robbed was lucky that the leaders forgave his actions. With increasing heat from law enforcement and rival enterprises, they had made the decision to temporarily cease the distribution and trafficking of narcotics. The organization's attention was focused on expanding their ventures in other areas, primarily Downtown, Los Santos.
Ocean Docks Shooting — Leaving Three Dead

11.20 PM. Thursday, three African American males were found dead at the docks in Los Santos by local dock worker. The police have not made an official statement about the scene but it is most likely a gang related crime. There seems to have been some sort of a shootout that resulted in the deaths of the three males. Weaponry was found with the bodies along with two separate tire marks, authorities has confirmed that there were two other cars involved in the shootout. The local police have not made any arrests.
"I heard the gunfire all the way from where I was standing, in our loading bay. It was extremely loud and it felt like it was never going to end. I have never in my life seen anything like this." said Matt Pearce, 27.
