The Khans
Foundation
____________________________________________________________
The Khans Motorcycle Club was founded at Los Santos, San Andreas. At the moment of its foundation, the club was defined as a one-percenter motorcycle club. Having active territorial disputes with the extinct Los Santos charters of the Hells Angels, Breed and Pagan's and with the Mongols Motorcycle Club. Years after their establishment in Little Tokyo, south central district Los Santos, the club defined a new concept of Motorcycle Club, being the first active nine-percenter Motorcycle Club in the USA.
According to the official history of the club, the Khans were founded by four motorcyclists: Kurt "Parrot" Mitchell, Jimmy "Painkiller" Braescher, Frank McAllister and Vieira Sanchez. In the past decade tough, it was lead only by Mitchell and Braescher, President and Vice-President of the club respectivelly. Little is known about Viera's and Frank's disappearence. Kurt Mitchell was a known punk activist on the east coast Punk scene, former bassist of the punk rock band, Periodic Paranoia and involved in several incidents regarding drugs and rioteous behavior. Braescher have born in Pittsburgh, however spent most of his life living in East Berlin, getting acquainted with the local skinhead, oi! and streetpunk scene. After the fall of the wall, he came back to the United States. There's a long gap between Mithcell and Braescher encounter and the foundation of the Khans on the West Coast, there are suspicious that their encounter with the West Chester motorcyclists, Sanchez and McAllister, was actually the beginning of a small time motorcycle gang known as the Aces, which is belived to have evolved into the Khans Motorcycle Club. However no proofs or connections between the two gangs were found.
Rioteous Activities
__________________________________________________________________________________________________
There are many suspicious of the Khans Motorcycle Club being involved with drug trafficking, weapons trafficking, kidnapping, murder for hire, participation in turf wars and several other criminal activities. Members of the Los Santos charter have been arrested under this charges and the club charter on that city was closed by the local police during a vast operation led by the Vice Division. The most notorious criminal activity that marked both Khans and Los Santos history tough, were the Los Santos 2011, July 30th riots. The riots started with a petition from the Khans Motorcycle Club to change the current laws and acts of San Andreas. According to the petition, several laws in the consitution were outdated or wrongly applied towards the population, creating an abuse of force scenario. As it was described on the petition:
To the Los Santos City Hall,
Trough this petition, the people of Los Santos who have signed down urge to the authorities that the current legislation shall be changed trough amendments or new laws in order to respect to the maximum the rights that the first amendment guarantee to every American citizen. Trough experiences shared by the creators of this petition and innumerous citizens throughout the state is concluded that articles from the penal code need to be reinforced, changed or corrected, so any citizen including peace officers are protected and encouraged to abide correctly to the comply of the law and the proper execution of it, as well for the proper punishments applied to who infringe this laws, being civilians or peace officers.
Reminding the First Amendment: “The Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievance”
After gathering signatures, the club organized a protest entitled "Riot Act". The intention according to the protest organizers, was not to create a riot. The intention was to ironize the acts of the San Andreas Penal Code, and warn the governement, that if they refused to change their posture and ignored the claim of the citizens, their acts, would generate a riot. On July 30th, the Riot Control Unit of the Los Santos Police Department was already at Idlewood in order to contain the manifestation. After the situation was finally under control, the Police Department issued an arrest warrant to Jimmy Braescher, at that time, Vice President of the Khans Motorcycle Club, and alleged main organizer of the riots. He was arrested at the same day on Jack Rabit's bar on East Los Santos.
The controversy after the Riots
__________________________________________________________________________________________________
After the Riots, the Police Department made the following press release:
Metro Calms Los Santos Riots with no Police Casualties - Michael G. Houston July 31st at 11:28.
"The Metropolitan Division has been hard at work this week after word of a riot planned for Friday 30th July at around 22:00 local time got back to Division Commander Jack Vega. In the lead-up to the event on Friday evening, a significant number of staff from the Metropolitan Division geared up to take to the street in the interest of Public Safety.(...)
Estimations have revealed that upward of 100 revellers attended the marches, which occurred in two separate episodes – (...)The Los Santos Police Department sustained no casualties at all, though due credit is given to The Los Santos Fire Department for their attendance to the event and readiness to treat those who fell victim to viscious eruptions of violence in what was intended to be a peaceful protest.
Less-than-lethal measures were used including lachrymatory agents (Teargas) and the department’s Water Cannon tanks. No public damage was sustained, though the clean-up operation was still on-going this morning as flyers, placquards and broken glass lined the streets of Idlewood and Commerce.
Today we reflect on an event which was turned sour by a selfish minority, and should look to ensure that such an atrocity is never allowed to plague the streets of the City of Saints."
Braescher managed to walk away with a minor sentence, and right after his release, he provided an answer to the police on the Khans Motorcycle Club website:
The Riot Act. - by Painkiller, August 24th, 2011
"(...)Due to the Riot Act we've suffered a lot of bad consequences.(...)Well, first thing you need to know is that we've been attacked once again by the police department, who is unable to see a peaceful gathering as our right. Second thing is that they've lied to the media once again (...)
On the pronouncement above, you can see how they sustain the theory they've used less than lethal weapons, when in fact all we've seen there were M4 assault rifles.No casualties? That's the biggest joke,; then they call us "selfish minority". Ok, I'll continue being selfish fighting for a better future for everyone. A future that their rifles could not give us. A future they've scared about.(...)Our message has been heard.
The new Khans Administration
__________________________________________________________________________________________________
On January 17th, 2012, Kurt Mitchell, passed away due to a lung cancer he was fighting against since early 2000. The President of the mother charter death was considered the mark of a new era inside the club. Jimmy Braescher assumed the club's presidence. Several members left the charter due to Kurt's death, and Braescher used the opportunity of leadership inside the club, to once again bring his influences and contacts, inside the worldwide skinhead scene, to the club. He designed the nine-percenter concept and created a new bylaw for the club. Some people whos studies the Motorcycle Club history and activities in the United States, claim that one of the reasons for this change was also, an attempt to distract the police force and make investigations towards the club harder, since the Khans Los Santos Vice President was being charged with the murder of his ex-girlfriend, Carly Allaway.
The Renegades Motorcycle Club
__________________________________________________________________________________________________
On 5th of January of 2012, the Los Santos charter of the Renegades Motorcycle club was pacthed over by the Khans MC. In this specific case, the Renegades members who agreed with the patch over, were incorporated to the Khans Motorcycle club, increasing the base of the nine percenters. Both clubs appeared to be "brother clubs" in a good standing with each other, as Khans and Renegades were oftenly seen togheter on the streets of Los Santos. The reasons for the patch over however, remain incognita. Many reasons usually lead to a patch over situation, domination (which is not believe to be this case since both clubs were on friendly terms), increase of manpower, strategical increase of terrirory for both parties or help to members in a club on critical situation by keeping them inside the MC scene and grant them renewed strenght.
The Nine Percenter
__________________________________________________________________________________________________
The nine percenter is a concept created to define the soldiers of freedom, as defined by Khans ideology. The name nine-percenter was insipired by this quote of the greek philosopher "Hericletus", around 500 B.C.:
"Of every one hundred men in battle;
Ten shouldn’t even be there;
Eighty are nothing but targets;
Nine are real soldiers,
We are lucky to have them
They make the battle;
Ah, but the One, one of them is a Warrior
and he will lead the others back home."
The nine-percenters qualify themselves as the real soldiers in the long war for freedom. Being a nine-percenter means that you've been accepted as spokesman of the opressed and bringer of the working-class anger. It also means that you're ready to abandon all the vague and stereotyped concepts in order to accept your new brotherhood. Trough many years the Khans MC tried to integrate their ideology into the one-percenter culture, however the outlaw without cause ideology (as Khans sees the one percenter nowadays), were not flexible enough to accept the "curse of the skull", as the members of the club calls the responsiblity of wearing the three piece patch and the club colors. The nine percenters are extremely engaged on political movements and are known to protest upon any action they consider to be a violation of their rights.
The main carrier of the protest is usually the motorcycle itself. Khans consider their motorcycles as war horses and they try as much as possible to make their bikes look frightning and intimidating. A protest ride usually consists of words of order in mixed with big engine roars and horns. This is used to draw the attention of the bypassers and to directly bother anyone in range of the prostest. The bikes are not only the official protest vehicle, but they're a representation of freedom achieved trough hard work. The nine percenter believe the same way you have to work hard to achieve a position or an objective, you have to work hard on your bike to achieve ultimate freedom."The motorcycle is the closer experience of fear and death, that a man can feel on the road. Also the nine percenter motorcycle can inspire fear to anyone that makes visual contact with it, for it is the sight of the horseman of death.Everyone is afraid of death, and death is ultimate freedom." - Jimmy Braescher, Khans Motorcycle Club President.
Inspired by the Oi! movement, the causes that Khans usually defend are: freedom of speech, anarchy, anti-racism, end of police brutality, corruption and many times members of the club were saw protesting against arrest of club members. On January 06th of 2012, a small protest ocurred trough Pershing Square and Idlewood areas, claiming that the incarceration of the Club's Vice President was unlawful.
Common Pacthes
__________________________________________________________________________________________________
On a Khan vest (black leather vest as pattern), it can be noticed many pacthes of yet unknown meanings. Many inspired by norse mithology symbols as Odin Runes or Mjolnir, popular anarchist symbols as the anti-facist circle, written patches that can indicate ranks inside the club or personal achievments. The pacthes pattern are much different from the usual one percenter pacthes.
Multicultural symbology
__________________________________________________________________________________________________
The Khans patches are a literal miscegenation of many force related symbols. From norse myths like the Thor hammer (Mjölnir) and the yggdrasil tree representation to known anarch flags. This can be the result of the approximation of the Khans to the skinhead culture, embracing both the skinhead appropriation of the Norse myths and the S.H.A.R.P. ideologies of leading the skinheads away from facism. Little is known about the real meaning behind the patches, but it appears the the military ranks are used to define the hierarchy inside the club and the other patches are used for specific achievments or personal qualities. Even with the distance from the one percenter culture, the Khans keep the three piece patch and it's meanings.
The Curse of the Skull
__________________________________________________________________________________________________
If one decides he wants to join the "brotherhood", he is to accept the consequences of the curse of the skull. The curse of the skull is the code that the Khans patch holder lives by. To the Khans wearing the vest means that you're a warrior and your flag is freedom. You're not to live by the hypocrite laws of the soul destructive society, however the burden of this curse will destroy your body. "The curse of the skull is your life now, and it shall be your death" is a common phrase heard, when the prospect member is finally 'pacthed-in". There are acusations of the Khans members being the executioners of the ones who do not abide to the curse of the skull, even with many legal charges regarding this matter, nothing was ever proved.

Los Santos Vice Division operation, 2013
__________________________________________________________________________________________________
On April 9th, 2013, the Los Santos Police Depatment executed several arrest warrants on the Khans MC, San Andreas chapter. This warrants came from years of investigation. The Office of Criminal Intelligence for the Los Santos Police Department announced on that that day the outcome of the operation:
― VICE DIVISION PUTS A BOOT ON MOTORCYCLE CLUB ―
KHANS MOTORCYCLE CLUB IS DISBANDED BY LSPD VICE DIVISION
Written by Commander Martin Smallwood
- TUESDAY, 9th APRIL, 2013 ― The Los Santos Police Department has, today, dealt another significant blow to the criminal underworld of Los Santos. In concluding a lengthy Investigation Detectives from the Vice Division have ensured that a violent Motorcycle club with clear criminal elements is no longer free to terrorize the law abiding residents of this City. The Khans motorcycle club has survived distinct changes to the criminal scenery of the city. They have gone through periods within which their criminal enterprises seemingly operated with impunity to times where they fell into almost non existence. They have waged war with rival Motorcycle clubs and have fought for dominance over narcotics trafficking statewide. However today they have succumbed to the forces of law.
The organisation, based within the Little Tokyo/Verdant Bluffs area of the city, has long been infamous for its violence and complete disregard for the rule of law and order. The LSPD, in its investigation, uncovered a widespread organisation that, at one time, was able to exert significant influence over the movement of contraband throughout the City of Los Santos. In order to do so, the members of this 'club' offered no remorse or mercy to those who got in their way. Be they law abiding citizens or law enforcement. Each person detained in this operation has an extensive criminal record with previous offences spanning all the way up to Murder. Ths LSPD cannot understate the extent to which this organisation willfully used violence as a means to succeed within Los Santos.
Within the early hours of Tuesday the 9th of April a wide-reaching operation was put into action. This operation, under the oversight of the Office of Criminal intelligence, saw tactical resources from the Office of Metropolitan and Vice Detectives execute a number of search warrants state-wide and act on numerous arrest warrants. These raids and arrests are still ongoing at the time of writing but so far the LSPD has had great levels of success with each warrant executed. With this operation the extent to which violent bikers have an impact on life within city limits will have been drastically reduced.
This investigation again shows the commitment that we at the LSPD have to ensuring this city remains safe from the dangers that these ruthless criminal enterprises try to bring to our streets. The investigative team behind this investigation have put themselves in almost constant jeopardy and they have done so with little expectation of praise or reward. This operation is the latest in a string of similar operations this year which has seen the LSPD dismantle organisations that no doubt thought they could operate with complete disregard for the law and with no concern for the rights of the law abiding. This latest operation should serve as a very clear warning to those currently engaged in criminal activities, or those contemplating it, that the LSPD's Office of Criminal Intelligence will spare no time or expensive in ensuring you are brought to justice.
A Senior Vice Detective was quoted as saying, 'As seen by the takedown of the Mongols MC last year. Any organised crime within any form is not tolerated within Los Santos, and VICE will continue to work around the clock to make sure the individuals who run this seedy criminal empires are brought before the courts and tried. Motorcycle clubs have for too long gone under the radar, and under our watch they will not continue to do so.'
All content in this Public Press Release has been signed and approved by the Chief of Police prior to publication.
Any comments of a positive or negative nature can be forwarded to the Director of Criminal Intelligence Martin Smallwood,
or alternatively, the Chief of Police, Michael Houston, himself, who will take feedback appreciatively.

Khans Motorcycle Club, according to the LSPD
__________________________________________________________________________________________________
The Khans MC, a self-defined "nine-percenter" Motorcycle Gang first began to come to the attention of the LSPD as a small motorcycle club operating out of Las Colinas. From the very onset, it had operated as a violent, semi-organized criminal cell, engaging in acts of homicide, robbery and extending into the dealing of narcotics and eventually firearms. Under the direction of then president Kurt Mitchell, the club began to expand into what has become one of the largest organized crime rackets in the city. The hierarchy of the organization suggests a highly efficient and quasi-military type structure. The Khans began to rival the long-time unmatched Mongols M.C, eventually displacing them as the largest motorcycle club in the city with the most widespread and noticeable criminal operations. The tension between the Mongols and the Khans has been ever present and confrontation between the two are common. The Khans also run based on a violent, resistant anarchistic ideology, which was epitomized during the Los Santos City riots of July 2011. As such, members of the club are extremely hostile to all sorts of police activity. The organization remains under the direction of President Jimmy Braescher and is believed to run one of the largest arms and narcotics distribution operations in the state.
The Khans had grown both in number and their violent attitude under the leadership of Jimmy Braescher for a very long time. However other pressing concerns kept VICE from investigating, and so the Khans began to expand in power and carve themselfs a greater presence within narcotics distribution. However they started to run out of steam and began to revert back to their more quiet and gumble beginings, it was around this time that Jimmy Braescher stepped from from President for unknown reasons in late 2012, early 2013 and handed off the President patch to Alexander "Skin" Eisenberg. Under Eisenberg's regime, the Khans slipped away from what they once stood for as punks and anarchists, and instead moulded themselfs into violent criminal thugs willing to do anything to make a quick buck to spend on whores, and liquor. But this attitude brought them into conflict with a new rival MC, the Sons of Silence who punished them daily with robberies, assaults, killings and ofcourse another bloody war erupted upon the streets of Los Santos. One in which the Khans we're loosing, and so a taskforce was put together, a joint operation between VICE Division alongside with Robbery-Homicide Division to investigate and close down the most violent of the two, the Sons of Silence. Even though, the taskforce did not offically suceed with its goal, it did apply pressure onto both clubs causing both to shrink in size and power. Under constant surveillance and police presence, the Sons of Silence fell apart, some of the members died, others left Los Santos, whereas the Khans still stood strong, but both the war and the added police presence had left them powerless as they scrapped together what sales they could on narcotics to pay for the remains of its criminal empire. The Khans had certainly lost their path and power under Alexander Eisenberg's regime, this may be due to poor leadership, or just a collaspe of infrastructure.
After the takedown
__________________________________________________________________________________________________
With most of the important names on the club's roster either in jail or dead the San Andreas chapter of the club colapsed. Jimmy Braescher was not arrested on that operation, since as stated above, he stepped out of the president rank some time before the Vice Division operation. Little is known about his current situation, but the last time he was saw in Los Santos, witnesses claim that he was still wearing the "President Patch", although he had another "bottom rocker" on his club vest. Instead of San Andreas, he was wearing a "Chapter 11" rocker. What exactly is the "Chapter 11" is still unknown.
Due to the club being able of survival outside San Andreas, rumours indicate that Braescher is still leading the Khans this time in secrecy. The mother chapter of the club nowadays is located in Boston Massachussets.
