THE LOS SANTOS GAMING REGULATION ACT 2015

An Act to Promote Fairness in the Gaming Industry and to Protect the Health and Wellbeing of Staff and Customers of Los Santos Gaming Establishments


THE PEOPLE OF THE STATE OF SAN ANDREAS
DO ORDAIN AS FOLLOWS:



Section 1. Definitions
  1. "Gaming establishment" refers to any business registered in San Andreas, whether it be owned or leased, that provides any gambling service or any business that possesses a Los Santos Gambling License as issued by the Bureau of Licensing.
  2. "Gambling service" refers to any game involving the wagering of money. This includes, but is not limited to, blackjack, poker, slot machines, raffles and roulette.
  3. "Bureau of Licensing" refers to the Los Santos City Government's licensing department that is responsible for business regulation in San Andreas.
  4. "Security camera" refers any video device capable of recording motion pictures.



Section 2. Security Regulations
  1. Gaming establishments are required to have the following security measures in place when the business is open for public use or is providing gambling services:
    1. At least one security camera providing a reasonable view of each entrance/exit to the gaming establishment from the interior.
    2. At least one security camera providing a reasonable view of each entrance/exit to the gaming establishment from the exterior.
    3. At least one security camera providing a reasonable view of each gambling service.
    4. All footage obtained from security cameras must be kept securely for a minimum of SEVEN (7) days. If security camera footage is requested by a state agency, the footage may not be edited or otherwise tampered with.
    5. Metal detectors in place at every entrance/exit to the gambling establishment.
    6. A minimum of two armed security personnel, whom may only act as security and may not adopt any other role whilst acting as security, who possess appropriate firearm licenses and security/guard permits for the role as issued by the Los Santos Police Department, must be present if the business is open between the hours of 5pm and 3am on a weekday or is open at any time during a weekend.
  2. Any gaming establishment that fails to abide by any one of the aforementioned requirements will be deemed guilty of violating security regulations.
  3. Any gaming establishment has a maximum wager of $500 per game for any gambling service shall be exempt from the aforementioned regulations.

Section 3. Antitrust Regulations
  1. Any individuals who shall monopolize, or attempt to monopolize, the gaming industry through misconduct, either by themselves or by conspiring with third parties, shall be guilty of violating antitrust regulations.
  2. Misconduct shall be classified as any agreement that restricts the competition of the gaming industry. As such, the following activities shall be prohibited:
    1. Fixing the prices of gaming establishment entrance fees, leasing fees and the minimum or maximum wagers for any gambling services.
    2. Fixing a maximum wage for staff members.
    3. Limiting or controlling consumer access to gaming establishments, however, specific consumers may be banned from a gaming establishment providing a lawful justification can be made.
    4. The formation of business cartels.
  3. Individuals who come to monopolize a market passively or without misconduct shall not be deemed to be violating antitrust regulations.

Section 4. Enforcement and Sanctions
  1. Any individual found guilty of violating the security regulations described in Section 2 shall be punishable under the authority listed in the Licensing Code 2015, Title 3 (3), Disorderly Business. This sanction shall be enforced by the Bureau of Licensing.
  2. Any individual found guilty of violating the antitrust regulations described in Section 3 shall be punishable under the authority listed in the San Andreas Penal Code 2015, Title 2 (14), Extortion. This sanction shall be enforced by the Los Santos Police Department and/or San Andreas Sheriff's Department, dependent on jurisdictional origin of the offence.
  3. Any individual found guilty of violating the antitrust regulations described in Section 3 shall be punishable under the authority listed in the Licensing Code 2015, Title 3 (3), Disorderly Business. This sanction shall be enforced by the Bureau of Licensing.



    This bill, if passed, shall come into effect seven (7) days after being signed.
