To ensure pedestrians on the sidewalk are kept safe from two-wheeled motor vehicles, to ensure minors who ride bicycles use appropriate safety helmets, and to ensure that offenders who obfuscate government property receive ample punishment for the crime.
SEC. 1. SHORT TITLE.
This Resolution may be cited as the "The Safer Streets Act."
SEC. 2. DEFINITIONS.

SEC. 1. SHORT TITLE.

- Sidewalk - Designated paved walk for pedestrians at the side of a street.
- Obfuscate - To cover, block or lessen the clarity of.
- Traffic Camera - A video camera which observes vehicular traffic on a road and collects license plate information on traffic violators.
- Traffic Signs - Government owned signs erected at the side of roads to provide information to road users.
- Motor-driven Two-Wheel Transport - This is as it's namesake implies any automated motor vehicle which operates on two wheels including motorcycles and scooters.
- Bicycle - A vehicle with two wheels tandem, handlebars for steering, a saddle seat, and pedals by which it is propelled.
SEC. 2. PROHIBITING THE USE OF MOTORCYCLES AND SCOOTERS ON SIDEWALKS.
- We, the City Council of Los Santos, hereby declare that the operation of a motorcycle, scooter, and other motor-driven two wheeled transport is prohibited on public sidewalks. The use and operation of motorcycles, scooters and other motor-driven two wheeled transport is permitted on roads.
SEC. 3. PROHIBITING THE OBFUSCATION OF TRAFFIC CAMERAS AND TRAFFIC SIGNS.
- We, the City Council of Los Santos, hereby declare that the obfuscation of traffic cameras or traffic signs with clear malicious intent is prohibited in all jurisdictions in Los Santos where traffic cameras and signs exist.
SEC. 4. REQUIRING THE USAGE OF SAFETY HELMETS BY MINORS UTILIZING BICYCLES.
- We, the City Council of Los Santos, hereby declare that the usage of safety helmets is required for any minor utilizing a bicycle under the age of 18.
SEC. 5. CONSEQUENCES AND ACTIONS TAKEN BY FAILING TO COMPLY WITH THIS ACT.
- In the scenario that someone is found guilty by the Supreme Court of San Andreas and has indeed broken the prohibition of the use of motor-driven two wheeled transport on public sidewalks, the one charged will be required to pay a $2,500 dollar ticket in the case of a motor-driven two wheel transport and must comply within reasonable requests made by the victim if any (The Supreme Court of San Andreas will deem what is within a "reasonable request.") In the scenario that someone is found guilty by the Supreme Court of San Andreas of not utilizing a safety helmet as a minor, a ticket of $200 dollars should be levied on the parent(s) or guardian of the minor unless the minor is an emancipated minor in which they will incur a verbal warning. In the scenario that someone is found guilty by the Supreme Court of San Andreas and has indeed obfuscated a traffic camera or traffic sign in any manner with clear malicious intent, the one charged will be required to pay a $10,000 fine and either accept two days (30 minutes) in County Jail or accept a sentence of community service, the length of which The Supreme Court of San Andreas shall determine on a case by case basis.
